I created a Elf subrace that manipulates the air around them to fly and launch wind at foes. Making sure it's balanced and verbiage is ok.

Ability Score Increase
Your Dexterity ability score increases by 2.
Gale Flight
You have a flying speed of 40 feet. To use this speed, you can't be wearing medium or heavy armor. While using this speed, you are encumbered if your total weight is greater than double the total of your Strength score + your Dexterity score, and heavily encumbered if greater than triple. As a bonus action, you can increase this flying speed by 10 feet for this turn as long as you haven't taken the dash action this turn. If so, you can't take the dash action for the remainder of this turn.
Force of Wind
A focused blast of wind rushes at a creature you see in a 30ft ranged path. As an action, the target must succeed on a Dexterity saving throw or be knocked 5 feet away from you. A creature targeted this way can choose to freely fail the save. A creature slammed into an object this way takes 1d4 force damage. The DC for this save is equal to 10 + your Dexterity modifier - each additional size level the target is beyond medium.
Ok, so I have some mixed feelings about this. The first is why they get a total of plus FOUR to Dex. I would add maybe plus one to int, wis or cha. Remove the force of wind feature for the cantrip gust, as that is more air manipulation. For flying speed, I would make it 20ft, and remove the rest of it. Keep the no heavy or medium armour thing though. That seems balanced.

How about this, because this subrace is for a variant elf race i made. So what if this subrace requires that it can only be on the variant elf. Not sure how subraces work with variants. (That would take care of the dex issue)

You can get this flying speed back up to the Aarakocra, but only by sacrificing both your bonus action and the option to dodge. I also gave further potential reduction with encumbrance and heavily encumbered. So this is an Aarakocra flying with at least 2 hinderances to a max of 4 hinderances.
Here is my variant elf which loses DEX for CHA, Keen Senses for Fasting, and Fey Ancestry for Breath.

You only need a 1/2 lb of food and a 1/2 gal of water a day, 1 gal of water is required if in hot weather. You can go without food for a number of days equal to 6 + your Constitution modifier. You must succeed on a DC 10 Constitution saving throw if drinking only 1/4 gal of water a day.
Breath
You can hold your breath for a number of minutes equal to 3 + your Constitution modifier. You can survive after running out of breath or chocking by a number of rounds equal to 1 + your Constitution modifier. At the start of your next turn, your total hit points becomes half your current hit points. At the start of your next turn, your hit points become 0 and you are dying and can't regain hit points or be stabilized until you can breath again.
Languages
You can speak, read, and write Common and Elvish. Elvish is fluid, with subtle intonations and intricate grammar. Elven literature is rich and varied, and their songs and poems are famous among other races. Many bards learn their language so they can add Elvish ballads to their repertoires.

I have edited the subrace to this for balance and simplification. I think you are right about simplifying gale flight and gust for force of wind.

Imo you created an avariel druid. We already have flying elves. They’re in UA and legacy editions. The hold breath is very ‘uh, ok’.

My elves don't have wings, but instead manipulate the air around them to fly and even launch air to targets. They have other differing traits, but just working out mechanics right now.
