Dora has 30' of Movement per turn, some of which she will need to use to climb down from the cart and avoid possibly getting kicked by the frantic horse. This means she only progresses about 20' down the service alley before the end of her turn.
She can still see the light from the sheriff's lantern and can hear swearing and the splintering of wood coming from behind her as the panicking draft horse deals a solid blow to the front of the cart with its hind legs.
The driver of the cart once more gets a chance to get the horse moving in a forward direction with a Animal Handling check against a harder DC of 12 this time.

The driver's Animal Handling Roll was another failure, so he still hasn't gotten control over the horse.
It is now Dora's turn. She can use her Move to continue down the service road for 30' and then also use her Action to move another 30' in an attempt to catch up.
However, because she is doing this in the dark, I would like you to make a Dexterity Saving throw against a DC of 5 to avoid having an accident while running in the dark.]

Rushing along the darkened service way, Dora is still trying to catch up with the sheriff when she see the light of his lantern disappear to the right around the corner at the end of the road where it meets the street.
Behind her, Dora once more hears the sound of the horse kicking the cart and this time she hears the sound of cracking wood and a cry from the driver. Shortly thereafter, she then begins to hear the horse whinnying loudly and what sounds like a whip being used.

[OOC: Hero dice successfully used to avoid falling in the dark.]
Continuing to rush along the dark service alley, Dora slips on something under her feet and almost falls. Recovering her balance, she runs on and almost reaches the corner she saw the sheriff turn. Thankfully, she notices that while it is still dark out on the street it is not as dark as it is here in the service alley.
"Stop you! Come back," Dora hears the sheriff shout from around the corner and then a slight figure dashes across the mouth of the service going from right to left across Dora's view.
The figure could be Samel and a flickering light source is approaching from the same direction the sheriff went.
[OOC: Unless something changes, there will be no need to roll the Dexterity check next turn.
This post has potentially manipulated dice roll results.
[OOC: The way the movement rules work allow this, so Dora reaches the person still with her Action available. The Shove action requires Dora to make a contested Strength(Athletic) check versus either the target's Strength(Athletics) or Dexterity(Acrobatics) check, their choice. There are Advantages and Disadvantages here, which mean they cancel out to just make the roll a straight roll. Dora's Strength(Athletics) bonus is +0. To succeed, she will need to equal or exceed the following roll:
Target's Roll:8
Note, the person she is chasing definitely looks like Samel.]

[OOC: You used Dora's Hero Dice to avoid slipping and falling in the dark before. It is a one-use only thing. I can award more hero dice and she will automatically get 2 when she achieves 2nd Level.
Dora's Athletics check was a failure. The roll that follows is for experience: 18
This is also a failure, so no experience I'm afraid.
According to the Movement rules, when the person fleeing from Dora leaves her Zone of Control, she will be able to get an Attack of Opportunity against them with the weapon at hand. However, as Dora does not have a weapon in hand, I will let her try to grab him, which is once again a Strength(Athletics) check versus the target's Strength(Athletics) or Dexterity(Acrobatics).
If Dora succeeds, then the target will lose all their movement and will be in her grip.
[OOC I have realised that I don't understand at all what happened after Dora yelled out Assassins and the Sheriff took off. I am not sure how Samel could have passed Dora as she had placed herself between him and where the alley joined the street. Also she had (fleeting) physical contact with him. I admit she was looking over her shoulder. But for Samel and an unknown person to simply disappear without her perceiving it seems strange.]
This post has potentially manipulated dice roll results.
[OOC: Everything make sense to me, but I understand why you, Paul, might be confused. Also, Dora should be thoroughly confused by this situation as well (For example, why is Samel running from her at all?).
Consider it an example of the Fog of War caused by the poor lighting conditions and note that there are actions happening in this scene that aren't being mentioned in the text because Stealth and Deception rolls are being made the results of which exceed Dora's Passive Perception.
I try to include hints about these things in my descriptive text, so be aware of this, but basically there are things going on that I, as referee, am tracking that Dora doesn't know about.]
The small figure who looks like Samel avoids Dora's grasping hands and continues to run recklessly down the dark street, sprinting for all his worth.
[OOC: The lighting conditions in the direction the two characters are running is getting worse so I will be calling for Dexterity checks again.
The fugitive has used their Movement and their Action to Dash, which means that all Dora will be able to do is keep up by doing the same and then possibly rely on the Attack of Opportunity to try to Grapple them like last turn. Unfortunately, Dora doesn't have any Bonus Actions that are applicable to this situation, but she can do things like shout, make use of her Area Knowledge, etc.
If you decide for Dora to chase at full speed, the DC for the Dexterity check is based on the fugitive's. Anything less than 5 will mean she has tripped and fallen and she needs to roll within 5 of the target DC to be able to make the above-mentioned Attack of Opportunity.
This post has potentially manipulated dice roll results.
[OOC Decisions, decisions!]

I turn around and sprint back to the gate.

Suspecting they might have been duped in some way, Dora turns and runs back the way she came as fast as she can.
As she runs towards where she can see the sheriff, she can see him looking back up the service alley. Suddenly, the sheriff leaps to one side as the terrified draft horse from the night soil cart exits from the service alley at speed, dragging the remains of its harness and part of the cart behind it, which is being dragged behind it.
Slowing and almost slipping on the cobblestones of the street, the horse then turn towards to the left and continues to gallop along the street screaming in terror. It will pass Dora but she is currently not in its path.
