Also I have mild questions on the bans.so I understand silvery barbs being banned, since that's really annoying to work against on either side, but why counterspell too?
I find it more fun to have spellcasters be able to freely cast without worrying about counterspell. Also counterspell stacking is annoying. Monsters using counterspell is also annoying. It shouldn't be needed, and will definitely be more fun/easier for me without it.

BACKSTORY: Petra Naget was born into a middle class family of tabaxis who owned a small club in the city. The youngest of her litter she grew up with 3 older siblings, two brothers and a sister, who she still looks up to till this day. Their family were somewhat well off, and despite its small size their club had regulars due to their 'side business' as her parents called it. They specialized in getting people items that were rare or off the market. Put simply, they were bootleggers, making or smuggling anything one could need under the desk. The club was a cover, allowing them to remain under the radar if something was particularly problematic to bring into the city. Of course, Petra wouldn't learn about this business much during her childhood, and her view of the world would be covered on a rose tint thanks to her upbringing in the club. Singing, dancing, music at all times of the day, to her the world was one of creativity. And while her siblings may not have shared such a big wonder for music, she would often stay up late, performing mock shows for her parents with her siblings. As she grew older and learned more about their side hustle, her parents taught her to use her natural talents for music and charm to help with the business. And while she wasn't one for combat or smuggling, she turned out to be a good mediator. At the age of 13 she would act as a defuser if a situation got rowdy, and in her spare time would perform with the bands when they needed an extra member. One of her favorite tricks some of the members would do would be when they put a little magic into something, making it dance to the tune they play. Petra grew up around music, magic, and a little bit of crime. And to her that was home, home with her siblings and parents. And that's how things would stay for a while, Petra learning to put a little bit of magic into what she did with her family. Music, magic, a bit of crime, the moto they lived by at home. Using her bardic abilities, and a bit of picked up tricks from her siblings and performers, Petra moves through life like a dance.

HEROFORGE/DESCRIPTION/ART: Petra has gray fur and black hair which she keeps in a pixie Bob cut. Her eyes are a warm yellow, and she typically stands a little under 5'6. Backstory: As a student, Damon was always one of the most intelligent in his class. But rather than being content with using his brain simply to gain awards and a gateway into the world of academia, Damon sought to use his ideas to change the world for the better. Together with his close friend, the radical Dom Tackman, they attempted to invent a device which, when worn, would permanently change the wearer to a Good alignment- removing their free will in order to ensure a better world for those around them. However, as the device was about to be released, Tackman made his vision clear to Damon. Rather than being used on only the most monstrous, heinous criminals, he intended his device to be used on everyone. After all, nobody is perfect, and a world of Good puppets would surely be better than real flawed people? Disillusioned, the two of them fought, and Damon destroyed the prototype, but not before it had already been trialled on several innocent people. Damon spent the rest of his life trying to make up for his mistakes.

*I almost played this character in another campaign (I think you were on it Cyno) so I'm modifying that for this*
*I'm doing a cut scene first, so you can see what I'm going for, and then the actual backstory. The cut scene has nothing to do with my backstory, and never actually happened. It's just so you can get a grasp of what I want my character to be like. I know we probably won't be fighting dragons, but because of my username, the cut scene had to involve them XD. So yeah, just for clarification, the cut scene never happened, as Itharti has lived in New Salevi his whole life, its just for inspiration*
Cut Scene:
Itharti pulls back on the bow string, arrow knocked. He’s been studying this baby dragon for at least half an hour now, watching its every move. Understanding how it thinks. Predicting its thoughts. He distracts any kind of fear he might have by thinking, “If I was a baby Dragon, how would I react to an arrow to the stomach?” The Dragon stops, attempting to char the dark rock floor with a little flame. It can’t seem to produce any heat though. Inexperienced. As it breathes out, its stomach drops. Itharti knows this is his chance. Checking his aim and remembering the outcomes one last time, he lets the arrow fly, silently releasing the string. The arrow cuts through the air, the shaft gently bouncing of the cavern walls, before striking its target. A perfect shot, the arrow cuts into the Dragons underside and curves up, bouncing of ribs and striking the Dragons heart. It cries out, and falls to the floor.
“Okay.” Thinks Itharti. “Now to get the scales.” He moves forward, and slowly prises the scales off of the dead dragon with his dagger.
A flash of red catches his eye. He knows what it is before he looks up. Another Dragon, but much larger. Mama Dragon. She’s rounded the corner, and is staring at Itharti and her dead child.
Arti looks her in her flaming red eyes, a shocked expression on his face. “Oh [gp].” He knows he only has seconds to react. He takes every detail in, the angle her paws are at, her height, her sight range, the range he reckons her breath weapon will roast him at, etc. He puts his left leg forward and gets ready to move.
She lowers her head and jumps, leaping straight for Itharti. He lunges forward, ducking under his attacker and thrusts his dagger up, cutting a long scar along her stomach as she flies over him. She lands on the other side, immediately rounding for another attack. She swipes out with her claws, aiming for Arti’s face. He was ready for this, and spins to the side, avoiding the strike and ending up next to the Dragon. He draws his rapier, and thrusts it between her scales. She flinches, the blade cutting deep. At first, Itharti thinks this is a good thing. But pain also brings his worst nightmare. Unpredictability. As the mother dragon recoils, her tail whips round. It hits Arti in the stomach, and he goes flying. He knows this is the end of the fight, all that matters now is that he gets away. He goes transparent (Feat), confusing the Dragon. He knows this invisibility won’t last for long though. His short flight through the air stops abruptly as he crashes into the cavern wall on the other side of the cave. He clutches the back of his head, which is bleeding heavily from the impact. He’s dizzy as heck. He attempts to get back up, but falls back down. Thank God the Dragon can’t see him. She’s prowling the room, searching for him. She must somehow know he’s still here. He finally manages to get up, and slinks of down a narrow passage.
Backstory:
Itharti was born in the walled city of New Salevi. Being a deep gnome made life a tough, but he learnt to live with it. Just got to be a little careful of certain people. His father was an Artificer, not a very good one though. He did his best, giving Arti a keen eye and the little traces of magic he possesses, but not much else. Itharti left his family as soon as he could, favouring the open. Life was tough, there wasn’t much to go around. But he made do, sometimes earning money by performing harmless tasks for the local gangs, which he decided was better than having to steal.
*I've left the brief so it can flow into your story better, and cause I don't want to overwhelm anyone with too much backstory. I can't do homebrew, but I'm a bit of a Lore freak XD*
STAT GENERATION: Point buy HEROFORGE/DESCRIPTION/ART: It's on my other laptop, I'll send it ASAP

I've taken two relatively unique feats, I can change them if needed.
I'll play serious, as this campaign seems pretty in-depth (Which I love btw) and Itharti is a serious character, but I'm a slightly light hearted person, so sorry if I accidently spin some jokes.
