You're right, scrolls have a DC chart, staff of power says use your DC, so 19 fails your DC 22, the monster is paralyzed and gets to make a save at the end of it's turn, Wisdom DC 22 vs 13

Seeing that the giant has broken free, Akkron is going to create some distance by casting misty step and then moving another 20 ft so that the giant can't close into melee distance. Then he attacks it with chill touch
