Dallas will use his bonus action to Misty step through the water to Cha!jil, use 2 eldritch blasts on the chuul and then use movement to grab her and swim upwards.
I believe she would also go upwards 60ft from waterwalk as none of the spells I’ve used have broken concentration. Sorry if I’m wrong though.

Heavily obscured interferes with Misty step after 10ft. So you could Misty step 10ft down then use movement to cover another 40. This still puts Dallas at 40ft from Cha and her assailant. For the purpose of using EB, this is the same as being on the surface 90ft above them, though.
She doesn't go up because she's still being held down, until an eldritch blast hits. Assuming the rolls above are with DA, repelling blast separates the Chuul from its prey and she starts to quickly ascend. She is still, then, at - 30ft depth. in heavily obscured water.
Dallas also floats back to the surface at some point. I think the rules are vague as to when, so I leave it open to the player if they wish to intervene and continue swimming down, I rule that they can do so before the spell buoys them to the surface.

He's swimming down 30ft, that requires the dash action unless he has a swim speed like Dallas. Otherwise he gets halfway there. Can he heal her at a range of 15ft without a verbal component?
He can swim down, but at a 15ft per round. The chuul moves twice as fast and double that if it dashes. If it doesn't dash, it can use its other attack, which you haven't seen yet. This would almost certainly end the dwarf long before he gets to her. I don't know of a way it can be done, but there could be one. Maybe a spell that slows a Chuul down?

With one dismembered and another on the floor of the lake, this just leaves one on the surface, who had been fighting Dallas.
Outnumbered, it dives below the waves.

The descending Chuul grabs Cha on its way down and pulls her another 30ft into the depths (she's now at - 60ft.)
All the remaining chuuls are headed to the bottom to feed.
(Does the water walk spell bring Cha!jil up 60 feet?)
It did, from -90 to -30, then she gets pulled back down to - 60.
Is that 3 failed saves for Cha!?
If it is, I'm afraid she's fish food.
Are you guys planning on diving back in after her or pressing on?
Also, there's multiple paths you could take, including the boat.
