Then, without entering, the tall adventuress pronounces a short formula and, with an elegant gesture, sends a mote of fire to set the nearest body on fire. If the bodies do not show signs of rising immediately, she continues to bombard them with magical fire a few more times (say 2 - 3 times per body).
I don't think I need an attack roll, if the body is immobile and does nothing to dodge... But if you think it is the case, this is the roll for the first Fire Bolt cast by Khessa:

Elias will move to where he can see one of the bad guys, #2, casting mind sliver fir 2 pts of psychic damage and subtract 1d4 from the next saving throw it makes before the end of your next turn. - save INT dc13

Khessa is taken by surprise by Reya's bold move... The paladin certainly took advantage of the enemy's condition, but she also maneuvered in such a way as to potentially find herself exposed to the counterattacks of many... Khessa, on the contrary, had already imagined in her mind to retreat and form a convenient defensive line, at the point where the room widens, so that the enemies could only come one at a time, while she and Reya could both strike.
'Oh, well, Reya of course couldn't read my mind' the blonde arcane warrior thinks - then decides on what seems to her the lesser evil and, instead of defending from a safe position alone, leaving the Hellrider exposed, she also dives into the room, in the middle of the enemy forces, with the Greataxe held firmly above her head with both hands... and she brings it down with violence on a prone enemy. 'At least, not all enemies will attack her now. We will share their attention'.

KHESSA not realizing that her new companion doesn’t really do range attacks, decides to wade into the middle of the fray to help her new companion. She strikes the second RAGGEDY MAN.
The RAGMEN begin to stand. ROSEBUD using nature’s powers enhances three stones and hurls them at the second RAGGEDY MAN. She cold cocks the one KHESSA had already struck killing it.
The Druid then turns her attention to the first RAGGEDY MAN but misses with her second stone. She doesn’t miss with the third stone.
ATLAS puts a stealthy arrow into the first RAGGEDY MAN. This kills the first one. KHESSA will recognize that this was the one that was upstairs in the Bathhouse.
A fourth RAGGEDY MAN appears coming up from the western room. It is low on the stairs. It points its claw like finger at KHESSA. Energies from the grave reaches out to the Warrior Mage.

Rosebud scampers into the room to look for her protection but quickly backs away from the newest bad guy coming down the steps. "Ack, another one!" Since she has decided that she is now a poet, she decides to try her hand at another verse. "Begone before 3 Bees beheads you!" Blissfully unaware of the difference between rhyming and alliteration, she mentally congratulates herself and once again throws three pebbles in the air to send towards her target.
hope this works, Elias cast mage hand and grabs the torch laying on the ground moving to towards the cultist toward the back in hopes of setting his rags on fire. I can't attack with it so I'll be trying to ignite the hem of it's robe.
