However, I do have a question of my own, does Boo's nearly having her throat being cut make it impossible for her to speak or use a verbal spell component for a spell or activate a magic item?

@Oddlot Boo's throat wasn't cut, it was mainly just a warning to others that when one is held hostage with a blade in close proximity, attacking them outright isn't the best idea. She can speak, but cannot perform somatic components with her arms properly due to the other two elves successfully grabbing and tying some of the rope to get her arms tied to her sides.

Eldin would like to use a Heist point to buy a bomb because it's always handy to have a AoE attack and none of Eldin's spells can do it. Persuasion to haggle price (Eldin has 148 GP 8 SP on him) 19
Back at the present, Eldin will use his action to throw the bomb at the Sky coach, on top of it if possible. He hopes to catch as many of the DCF in the blast as possible (while also avoiding Boo if possible). He will especially make sure that the driver is caught in the blast range if it can't cover everybody. DEX 12 or take 13 Fire damage.
If Eldin can't buy the bomb because money issues he will instead shoot the driver with a fire bolt, praying that it would make him lose control, even if for a brief moment. Hit: 23 Dmg: 11 Fire

Boo Constitution Saving Throw 22 Boo opts to not save and allow the cast spell to take effect.
Note the ropes I believe if not mistaken are just wrapped around Boo to secure her to prevent hand gestures for spell casting but one end of both ropes are secured to two crossbow bolts embedded into Boo's body. The other end of both ropes are held in the DCF leader's hand. So my concern for purposes of the spell the ropes, bolts, etc. will just shrink with her counted as part of her equipment. But even if spell works Boo is most likely going to be still fastened at the end of the ropes attached to bolts embedded into her so she may be able to wiggle free but still leashed. Polk's call but above is saving throw all the same if the spell is cast.
As previously mentioned about Heist Points, since they are a shared resource between both groups they need to be mentioned in the shared thread. It should be fine to get a bomb resource between the group, just make a post about the planning part where Eldin discusses getting a bomb.

You may opt to fail the saving throw if you are willing to be put under the influence of a spell. Beyond that, the ropes are not just within your inventory, so wouldn't shrink (it's being held by another creature, not you holding the rope. In fact, the rope is holding you in this instance.)
If Boo is aware that a spell has been cast upon her by a friendly and also aware of their intentions to help then of course she would opt to consciously fail a saving throw to allow it to take effect. But as the spell just cast on her was made on the sly the caster stating intent to stand back unnoticed well how would she know the spell is friendly... how was this imparted on to her?

Ith casts an Enlarge/Reduce as Boo begins to shrink to half her size. The ropes begin to slip away and untangle from her, but the bolts in her remain tugging as she falls further. She takes 7 damage from the sudden drop and the bolts ripping inside her, but now is no longer restrained.
Eldin pulls a block of explosives, lights the fuse, and hurls its across. This obviously shows that they are not for bartering for Boo's life. The DCFs attempt to evade the explosion. DCF #1:22, DCF #2:18, DCF #3:9, DCF #4:19, DCF #5:17, DCF #6:6.
Three of the figures are caught in the flames of the explosion. (DCF #1: 5 damage. DCF #2: 5 damage. DCF #5: 5 damage.)
