Pheral's swing goes very wild, stabbing Lythril instead. Ouch. Lyth takes the damage instead. Since it's a miss and you hit a different target, i'll be merciful and just have her suffer 6 instead of 17 damage.

"Sorry! OoH! Don't be afraid!"He laughs nervously, making very delicate motions with his hands, as if he just accidentally made a baby cry. "Wait! I just wanted to know your intentions!"

There was honest reverence in his tone, as he bowed as much as could be in the water, and pulled up his robes, top reveal the Holy Emblem of Bahamut embroidered upon it, showing him to be of the Clergy of the Holiest Dragon, one a Bronze dragon of lawful Good alignment should recognize instantly.
We have come here on a mission, and atleast for me, this mission will be of benefit to the Platinum Dragon, as it will help me spread his justice throughout the city. Unfortunately... It means we have a request to make of you. I will admit however, I cannot remember specifically where the keys we seek are for.. but I know we need the scale of a Bronze Dragon to unlock it. If you would deign to allow us one of your scales, it would be of great help to Bahamut, and myself. In return, if you wish, I will give you one of mine, though mine does not shine as lustrously as yours do.
And.. if you are willing.... Perhaps you could join us as a friend, as you know I will uphold the ideals of Justice. Having you there to assist me in meting it would be a boon to us all.

Zelifarn's dragon form pops in an arcane blast that's bright, and now he's in human form standing easily on the wreckage. Powerfully built, sickeningly handsome, his blond hair short and combed, bright green eyes sparkling with magic, his skin blessed with a perfect tan -a very well put together fellow. He's wearing a very fancy suit, bronze color of course, and leaps on your boat, having a seat. He waves his hand and immediately a fog surrounds you all, as if he created a meeting room.
"Interesting. I'm all in favor of serving the Great Bahamut, of course! And, helping those who revere him."he states confidently. "Before we get into the details of your request. May I ask, what would my scale unlock?"
No problem, Lyth. The fear spell, however, lasts for one minute. The demons and cultists are running away from you three, into the street where people are, and will most likely be caught by the City Watch since they're with demons. You have the alive Cult Fanatic who basically surrendered, and the cultist you tied up. You can bring them to the authorities, or do something else. You are all considered out of combat now.
