It may help to generate some goodwill (cleansing Rockblight) before further exploring Blingdenstone. Don't want random mobs of angry gnomes deciding to vent on our party.

This post has potentially manipulated dice roll results.
I am convinced I found somewhere in one of the source books a table that gives examples of how many dice to roll to find particular magic items. I've looked at Xanathar's, and that's not it. If one of you know of it or can find it, it would be appreciated so I can note it.
But, I will rule there are 11 spell scrolls in the Blingdenstone market. However, I'm going to randomly roll HERE to find out which ones are available, which doesn't guarantee Rodolfo will find wizard spells.
I don't know per RAW if they can or can't, but I in my mind I don't see why a scroll can't be a cantrip.
Scrolls can be used by wizards to copy the spell into their spell book, kind of like reverse engineering an object. But by RAW, if a character can read, they can activate the scroll, which has the spell and necessary magic already cast and being held, like a held action. So I don't see why a cantrip wouldn't also be available.
That being said, this market has any type of equipment you can find in the equipment section of the Player's Handbook, EXCEPT weapons and armor. All of those have been appropriated for he defense of Blingdenstone.

Looking for a backpack, blanket, waterskin, 2 sacks, and 2 pouches.
That should cost 3 GP + 2 SP + 2 CP. If the price gouging gets it to 4 GP even, pay the merchants. If more than that, Beegred will "accidentally" sneeze on the merchandise as he walks away.

Manipulated dice rolls? Whatever, 11 on a 2d6 is pretty good.
I'm going to roll for scrolls up to level 3. First roll, a 1d4 will be to pick the table:
