"It seems a little hasty to attack them straight away. If Breena and I can join in with this group, it might look more convincing to the raiders at the camp when we arrive. Of course, that's dependent on them trusting us. Jalt, is that what you're suggesting? If so, I'm for it, but you guys might have to support us if it turns nasty."

“I don’t mind trying, I got the feeling in Greenest that a lot of them didn’t particularly like gnomes, but maybe that was just the kobolds. Maybe I can use that to my advantage with the humans?”
"Of course, It's a good idea, provided of course we can pull it off. It's got a lot of potential for errors. Soar, what do you think? Mostly I'm for it, but I feel there's no harm slipping into the camp with them if the situation arises."
"I think it could work, and I'm happy to give it a try. They don't seem to be moving very quickly, so I'm not sure when we'll be able to accompany them. Who knows how they'll take us standing around near them for a while until they decide to start moving. Jalt and I could jump in the cart and stay out of sight of the humans and be close by in case this goes south, and if you think it's better for you to walk with the kobolds as part of this plan, we could follow at a distance in the cart. Would that work?"
Agreed. Jalt says. Soar and I will head for the cart, and you two can join the company. He places a hand on Breena's head. Be careful little one. I'll be closeby, don't you worry. Jalt casts Guidance on Breena. Jalt makes his way to the cart.

Jalt, you head back towards the cart, finding it where you left it and apparently undisturbed. It is still early afternoon; your investigations and conversation with the kobolds did not take up much time.
Jalt says a quick prayer under his breath. Petranas troth sia latali persvek asta mission. He looks to Soar. I feel like a father watching his child go off onto the world for the first time. I will not hesitate to say that I am a bit nervous and anxious.

Assuming that Soar followed Jalt back to the cart, you are not able to see very much; you are staying hidden, and therefore not able to get a good view of the cultists. You can see that the campfire is still burning, and you catch occasional snatches of voices, but not enough to make out what is being said. Very little time has passed since you parted ways with Elspeth and Breena; the plan is to wait until the cultists and kobolds head towards the raider camp and then Jalt and Soar follow behind with the cart, right?
Elspeth and Breena, so you are left standing closer to the camp while Soar and Jalt head back to the cart. What are you doing?
Elspeth watches Soar and Jalt until she's sure they're out of sight, then glances at Breena.
"You ready for this?" She whispers. She pats herself down, just to ensure her cultist robes were in order, and, if Breena is fine with it, steps out into sight of the kobolds and raiders.
Breena and Elspeth, the human raiders look up in surprise as they see you enter the camp. Hey, who are you? the one near the campfire asks aggressively. What are you doing here? The kobold you spoke to earlier gives a loud, high pitched yip that seems to be a laugh. Stupid humans, can't see anything. Finish cooking, then we go. Good to have more numbers on the road.
The human scowls and glares, particularly at Breena. The three humans gather a little way from the fire and are having a heated conversation, obviously about you, but you cannot overhear it from where you stand. The kobolds remain seated some way off, watching with interest but doing nothing.
(If you decide to speak to the humans, make the appropriate persuasion/deception/intimidation check as you do so.)
Would Soar and Jalt have heard the loud yip from the kobold?
-If so, Soar's going to give Jalt a concerned look and then slowly edge closer to try to get close enough on foot to be able to tell what's going on and potentially help.
-If not, she'll ask Jalt, "so when they leave, how do we know how close to stick to them? Hard to be quiet and unseen with a cart and oxen."

How far away is the cart from the campfire? If around 60 feet, she'll stay put. If farther away, Soar will go very, very slowly, like a tenth of her speed, if that makes any difference for the roll.

I would say Soar's passive perception is enough to hear the yipping laugh, yes. If Soar wishes to get closer, then make a Stealth check.
