As far as long rest goes, it was morning when you fought the kobolds, or at least when Bella, Reginald, and Seruk fought the kobolds. It was still morning when you called the town meeting. It would be barely noon now, after loading the wagons. You can have a short rest prior to this battle, but not a long rest.
As far as Velleen goes, Silence, Bhardrus, and Broufen likely met her as she was a worker at the Lionshield Coster in town. During the town meeting Reginald called you would have learned that she was working for the Cult of Talos and was likely behind some of the disappearances in town.
Argus you would all know is a solitary newcomer to town. He mostly stays in his shack all of the time and is rarely seen out of it. The fact he has ghouls with him though would come as a bit of a surprise.

Bella smiles in anticipation. Her prey had escaped the last time but now had willingly returned. Pulling out her bow, she took a deep, steadying breath, drew fletchings to cheek, and shot the damned kobold lover.
“This seems ill-conceived, but if you’re looking to get a cut from our bottom line… I hope you’re prepared for consequences.”
He then raises his fancy cane and gestures with the Orb on the end of it, casting lightning bolt in a line through all the ghouls dealing 30 lightning damage, half on a DC 16 Dex save
Bella, seeing her recent foe, sends an arrow at the red-haired x-worker of the Lionshield Coster. Velleen is able to dodge the missile to some extent, though is still hit. (Uncanny dodge to take half damage of an attack she can see.)
Bhardrus
Moving up towards the ghouls, Bhardrus sends a forking line of lightning through the group of undead, 5 of the six ghouls falling to the blast. Argus takes full damage, but is still standing, looking angry as he looks at Bhardrus.
ghoul
The last remaining ghoul moves up to Bhardrus. It had to dash to get there, so cannot attack.
kobolds
Ko1 moves forward and throws a spear at Seruk... Attack: 12 Damage: 2 Ko3 moves and throws a spear at Reginald... Attack: 4 Damage: 5 Ko4 moves and throws a spear at Argus... Attack: 11 Damage: 5 Ko2 moves and throws a spear at Seruk... Attack: 12 Damage: 5 Ko5 moves and throws a spear at Bella... (OOC: I took it that he sent it down the line between the two groups, thus overlaying each of their squares by half. Not sure if that is RAW or RAI, but I will look it up when I have time. For now I was going to let it stand and decide if it would work that way in the future or not.)
OOC: Doesn’t normally work that way since the square is 5 feet wide and the person could be standing all the way to one side or the other. Theoretically, if everyone in the upper row was at the very top of the square and everyone in the bottom row was at the bottom of their square, the lightning bolt would miss everyone if cast down the line between the 2 squares. But you’re the DM 🙂
(Wow there are a lot of opinions on the 5ft wide line options for lightning bolt. Xanatars though seems fairly specific on it. You have to send the 5ft line down a set line of cells on a grid. You cannot send it down the line between them. I figured as much, but am going to let the above stand as it truly isn't going to make a huge difference in the fight. There would be 2 ghouls left, instead of one, and that is not going to be a big enough factor to retract the post. In the future don't expect to be able to hit them like that though.)

Broufen
The barbarian goes into a rage and sprints 45 feet ahead, just barely able to get within range of one of the kobolds to attack. Both of his powerful blows land though, pummeling the tiny scaled figure. The kobold is still standing though, a bit wobbly on his feet, but ready to fight.
Silence
Sending 2 eldritch blasts of power sizzling through the sky, Silence misses his target, both blasts hitting some of the old ruins behind Argus. Argus glances to Silence with a frown of concern.
Velleen
Grinning broadly, the red-haired Velleen rushes forward, right up to Seruk. "Miss me?" She asks as she strikes at Seruk three times with her short sword... (Using bonus action to dash.) Attack: 14 Damage: 6 Attack: 25 Damage: 8 Attack: 22 Damage: 8
Argus
Strides up to Reginald and slashes at him with razer-sharp claws... Claws Attack: 17 Damage: 7 Claws Attack: 19 Damage: 5
Seruk, Reginald, Bella, and Bhardrus
Reginald and Seruk have powerful enemies attacking them in melee. Veleen on Seruk and Argus on Reginald. Meanwhile Bhardrus has a ghoul threatening him directly. Bella is not in direct melee currently, but enemies are plentiful. It is your four's turns to act. Order is Seruk, Reginald, Bella, then Bhardrus.

Seruk easily dodges two of the blows, but one lands a glancing blow, he smiles back at the woman, "Not twice I won't."
He then summons up a storm cloud over the woman and some of the kobolds and a bolt of lightning strikes at the woman.
Storm Sphere Sphere from H10 to O10, everyone inside needs a DC 16 str save or take 6 bludgeoning. Lightning strike from the sphere against Velleen: Attack: 28 Damage: 26 lightning damage
Reginald hisses at the pain from the claws and then ignores his attacker, "First you die, then I will deal with the one that has claws." As he brings out his gun and aims at Velleen and fires a couple shots her way.

Then will use his Action Surge and a grit point on his first attack to gain advantage.

Seruk lifts a hand as he returns the red-haired Veleen's smile with one of his own. The storm clouds gather denser above her and some of the kobolds, winds whipping around them. Veleen is able to stand firm, resisting the power of the wind. The lightning blast that snakes down from the cloud though she cannot completely dodge, she does manage to dodge the worst of the blast. (Using Uncanny dodge to half the damage from the lightning strike.) The five kobolds caught in the storm's winds seem to fair pretty well as well, 3 of the five manage to brace against the wind and take no damage. Ko2 and Ko4 though both are knocked around a bit, looking a bit battered by the wind.
Reginald
Reginald ignores the enemy with the nasty claws next to him, content to send his attacks directed at Veleen instead. He sends 4 bullets at Veleen in quick order, the first three finding her torso, while the last goes wide, hitting something in the distance. Veleen is bleeding from several wounds now, looking pretty beat up and battered.
Bella and Bhardrus
The red-haired Veleen looks to be taking the brunt of your companion's ire. She is looking sorely wounded. It is now your two's turn to act...
