"What do you think of this caravan so far?" Ulric gestures toward the other wagons, "Besides that recent unpleasantness over thievery, it's seemed rather uneventful."
"Uneventful is good." he replies with a shrug. "Drinks flow a bit easier if the guards don't feel they need to be good and alert." He frowns as he glances around though. "Those three wagons there," he uses only his chin to indicate them, "are odd though. They did not hire any guards in Waterdeep, and won't even let anyone hire on for a ride to rest their feet. It isn't often you see people turning down protection and coin like that, especially on the roads we are traveling."
The wagons he indicated are the ones that you would know to be the ones the dragon cultists are using.
Ulric glances towards the wagons and looks back toward his drink, "Now that you mention it, that is strange. Have you ever seen a wagon group not hire their own guards like this? I don't make this type of trip often but, I've never seen it. Do you think they might be some kind of threat to the wagon caravan?"
"Not very often I can tell you." Beyd says with a shrug. "As for danger to the caravan, wouldn't see why, seem to be traveling in the same direction, only a fool would bite the hand that feeds you after all, and they would be fair game to a lot of dangers out here that steer clear of a well-guarded caravan like this one."
Oooh, mysterious wagons! Toc would spend the next evening casting Find Familiar and turning his hawk into a rat. Then, he'd send the animal skittering to the wagons in the dead of night to go take a look at what they're transporting. He'd message the group letting them know his plan.

Finally, some action! Not that Taviel was tired to play a guard, or that her chargers were giving her any troubles, but the road was too monotonous. Nodwick with Nissa were following the caravan at a distance and though Taviel could talk to him, she missed her pet.
When the message came, she did not demonstrate her interest to the wagons, of course, but doubled down on friendly chatter with her and other guards, collecting rumors and opinions - someone could know or suspect something.
Ulric nods, "Perhaps they didn't have the coin and felt safety in numbers would be enough. Besides, not much to worry about in a caravan like this I would think. Well. Safe travels to you. Thank you for the drink." Ulric finishes his drink and heads back to his wagon.
Ulric would want to talk with the group before taking action once getting the information from TOC on the 3 cultists wagons.
Germain would start spending his evenings studying the way they guard the cultist wagons each evening, asking Vilrana to nose about a little as well, and try and work out a plan for how to enter and neutralize the greatest threat, or start a conflict between them and the other guards in a way which would be favorable to the rest of the caravan and put the blame on the cultists. (Investigation with advantage, nat 20 for a 26.)
Sure though, Toc failed to get a job so he doesn't have an employer. He's paying to be a traveler that hangs out with the caravan.
Assuming we're not at an Inn where he can get a room, Toc would do his usual. Set his tent up likely "inside" the caravan wagons, in one corner, so, say near Wagon 7 and 8...at K9.
Once inside, he quietly casts his spell, summoning the rat inside his tent to replace his bird.
Once done, sitting inside his tent, cross legged with his eyes closed like usual, the rat scampers out and underneath wagon 8. It then begins to sneak it's way over to wagon 1. It clambers quietly up a wheel and looks for a way to get into the wagon. Toc watches through it's eyes. Every few seconds he'll have the rat stop and stay quiet, and let his own senses come back to him. Then he switches back to the rat and continues.
