Well, i would say that initiative would go after the first round of surprise attacks. (Just in case you were wondering about sleeping guards, all sleeping guards are as good as a commoner and only have 4 hit points, but theses are alert.)
Just to be sure I understand... there are ten guards and a crate on a cart. They’re outside a tower. Away from the tower is the city (presumably with river or ocean nearby, as this is in the Dockside District). The city has zip lines for fast escape/pursuit/travel.

Since they are surprised ( I'm assuming you are shooting at the same time.) You attack THEN roll initiative

There is one more guard hiding behind the cart with 3 quarters cover, otherwise the other 6 guards are in the tower no where to be seen.
OOC: As in there is no line of sight to the guards on the tower? With the Sharpshooter feat I ignore all but full cover.
Assuming there is only one visible, valid target within 120 feet:
Marden attacks twice as an attack action, and a third time as a bonus action, using the Sharpshooter -5 to hit +10 to damage feature on all.
