Karl grins, his pale teeth a stark contrast to his dark, warm tones. He was pretty clever sometimes.
"It's once per month, though, so it might take awhile to get our chance if we do it that way. In the meantime we could get back to our assigned task. . . . "

Matthias nods at Karl's suggestion. "That could work. I'm wondering too if we might have a way to, er, surreptitiously investigate this city official's office and records. Is there one among us who is particularly good at, shall we say, stealthy access?"
((I am monitoring your discussions, in other words I am here, I’m thinking the in-town investigation might not be the funnest thing in PBP but we’ll see))
((I am fine with going another route and maybe just doing the investigation as part of downtime between more quest-like stuff, if that suits the group. I also don't mean to dominate the discussion with the authorities or the investigation. I have just been trying to keep things moving. Maybe the party members can discuss OOC what we'd like to do?))
He enters the door, looking to see who among the others will join him, and heads for Percival's office. There may be another, more overt way to gather information on the lottery and how one might avoid it.
Artie leads you up a flight of stairs, to a hall with a row of office doors. He points out the one you want and then heads back downstairs.
You knock at the door, and it opens slightly, not fully latched shut. Inside is a middle-aged man with gray hair, spectacles, in robes, doing paperwork. He looks up at your approach and says, “C-can I help you?” He looks nervous.
Ssej will let one more comfortable with speaking talk to the man as he goes to stand in a corner with his arms crosses and his tail swishing back and forth as he stares down at the little man.
"Good day sir," Matthias says to the clerk as he enters the room, closing the door behind him after Ssej has entered. "I'm new in town, and I've been told I should find out the details about this lottery you have going on. Am I supposed to sign up for it, give you my name or something?"
He lowers his voice and leans closer. "And I understand there may be a way to keep my name from being drawn as well, eh?"

Matthias keeps talking, trying to keep his voice calm. He senses the man's fear and the darkness inside him enjoys it, perhaps a bit too much. Matthias tries to push down that part of him as he continues. But then he opts to let a little bit of it out, and his voice is dark and foreboding when he speaks.
"Perhaps it is a test," he says. "Why don't I put it right out for you to hear? I understand you've received payments to keep certain people's names out of the lottery. And that some of those people have wound up dead. Or something along those lines. Now why don't you talk, tell me the truth, and my friend here will remain...friendly."
Percival seems to shrink inside himself the more you speak. It’s clear you’ve got the right of it. He breaks down and says,
“Yes, it’s all true, I take bribes, but then HE found out, and he comes here sometimes and... I thought maybe you were him again... but it’s early...”
He’s starting to blubber.
“He comes and gets the information from me, who has bribed me, and I can’t refuse him, something about him is... off... terrifying... And then-And then... the people I tell him about... wind up murdered...I never thought...”
A sudden hope blooms in his face, born of desperation.
“You’re here to save me, aren’t you? You’re tracking this fellow down! Yes, yes, I don’t want to be a part of this, it’s way beyond anything I intended, you must believe me!”
"I... don't know his name. Tall, pale, emotions cold as ice.. and he's very well dressed. Nice jacket and vest, cravat, well tailored pants, and nice shoes. I've... stared at his shoes a lot, I'm scared to look hi in the eye. It's strange, once I saw him outside, I think he was watching and following me... and he wasn't wearing any overcoat or anything. The cold didn't seem to bother him at all."
Further conversation with Percival reveals that he's quite spineless, terrified of the deep plots he's fallen into, and he really doesn't remember more of this fellow he's so scared of.
Heading out of the Council Hall, it's a simple matter of canvassing the area and checking the gossip around town to track down a fellow of that description. Someone like that, who foregoes cold weather gear, tends to stand out. People start to whisper.
Several sources all agree that the person matching that description is a fellow named Sephek Kaltro, and he works for Torg's, a small traveling merchant company. The merchant company is reportedly set up in South End area of Bryn Shander, though they travel to other Ten-Towns often.

“Ahem,” he says, “I heard you talking about the lottery. You can get more information from Percival, his office is on the second floor.”
