TL;DR: Genie wishes happen by literally casting the Wish spell, with no listed alterations to the spell's effect.
My question is, does this mean Genies have a 1 in 3 chance of never being able to cast Wish ever again if the recipient wishes for something other than a single spellcast of 8th level or lower? And even if they succeed, does that mean the Genie's strength drops to 3 for 2d4 days?
Ultimately, this is squarely in the DM's Call territory. Wish is a powerful spell, and casting it can significantly impact the campaign, so the DM should feel comfortable balancing player's requests with appropriate consequences, regardless of the source.
Yep, agree with the others' maybes and RAI probs not. Add to the situation that a genie's wish granting is some kind of secret cursed trap half the time, and it's not really something you want limited by a dice roll shutting it down after wish number 1.
The rules don't say, but I'd say no. Genies are inherently magical, and their usage of the ability is already severely limited in other ways. I'd also say that using the Ring of 3 wishes or other wish granting items also wouldn't trigger the stress.
That said, it would be funny if the party gained an efreeti bottle, rolled the 91-100, and the Efreeti was like "ooh....sorry, but I used a wish 30 years ago to make this rando beggar a prince...haven't been able to since...I can offer you my ham sandwich though, I only took one bite before you summoned me..."

I second the "maybe." Up to DM. Most ignore it since it is limited (can't grant own wishes).

I always ruled genies have unlimited use of wish with zero downsides when they are in there territory. But genies are stupid strong in my games.
