Hard to answer without knowing what their setup is (what level? Steady Aim yes or no? Ranged or melee? Booming Blade or TWF? Where's the advantage coming from and how often do they have it?). I'm going to default to no, because they're giving up Sneak Attack dice and spellcasting progression for at best a 20 percentage point difference in crits.
Define enough? The odds of a crit elven accuracy and crit on 20 is 14.26%, with crit 19-20 it is 27.1%.
I figured the percentages wouldn't be very high. She's 14 now and uses a shortbow at range but no Sharpshooter as of yet. She was asking me about the percentages and my math skills are not good anymore.
There's a real argument for taking fighter levels, but it's mostly not about crit chances. It's that one level gets you access to a fighting style (which will generally outperform a sneak attack die) and shield proficiency, two levels gets you action surge. Of course, at that point you'll never get 4th level spells
That narrows it down a lot. I'm going to assume she can Haste herself for a second shortbow attack, Steady Aim for guaranteed advantage on the first attack, no advantage on the second, 20 DEX, 15 AC (which is the average.)
Level 17 Rogue:
Base hit chance: (21 + 11 - 15)/20 = 85%
Elven Accuracy hit chance: 1 - 0.15^3 = 99.66%
Elven Accuracy crit chance = 1 - 0.95^3 = 14.26%
Sneak Attack:
Average damage roll: 31.5
1st attack crit: 14.26%
1st attack non-crit: 99.66% - 14.26% = 85.4%
2nd attack Sneak Attack: happens less than 1% of the time, just going to ignore it
The Champion build comes close, but still falls a bit short. I'm not accounting for Action Surge here, but again consider what she'd be losing on the Rogue end of things. It's not necessarily an awful idea, just different, though I do think if she were to invest into Fighter she'd get more mileage out of Battle Master or Arcane Archer.
Something important to note is that Elvin Accuracy doesn't only give you a greater chance to crit, it also increases your normal damage because you have a greater chance to hit.
How much damage it adds depends on what natural roll you need to hit. Essentially, the higher the AC you're attacking, the more value you get out of Elvin Accuracy.

Psi Warrior (at 14/3 you'd be getting 12 dice, each worth 1d6+Int Modifier) or Rune Knight (the passive effects of Cloud Rune (advantage on sleight of hand/deception), Fire Rune (double proficiency with tools, including thieves' tools), and Stone Rune (120' darkvision)) synergize pretty well with rogue, and their active effects are not bad either. In addition, Giant's Might works just fine with ranged and finesse weapons.
If she has a decent charisma she could consider warlock levels. The spellcasting does a reasonable job of supplementing an arcane trickster. If she goes with hexblade she can pick up hexblades curse that gives the 19-20 crit range once/sr plus proficiency in damage. She could also pick up the archery fighting style via the feat from Tasha's. Hex is available to supplement a bit of the lost damage. However, the real benefit might be using devils sight+darkness to trigger elven accuracy on an more reliable basis plus 5 levels of warlock gives the ability to attack twice with the characters pact weapon. Anyway, perhaps an option to consider.
If she is 14 now, I'm w/ David, snag one level of Hexblade Warlock. The hexblade curse allows a single target to get hit at the 19/20 crit range per short rest. That's perfect for a rogue who can often act as a striker, focusing their damage at a single large/dangerous enemy.
Hexblade also gives them shield proficiency so they can up their AC, potentially slipping into a more melee role at times. This could be great if they pick up Shadow Blade spell. Since it comes with its own handy way of giving them advantage. It works really well with Elven Accuracy in general. The rogue doesn't have to worry about fighting in the dark so much since they have both darkvision and blind sense at that level. Snag booming blade into the mix and: They'd be hitting with 3d8 (blade) + 7d6 (sneak) +5 (dex) + 5 (hex) + 2d8 (booming) with over 25% change to crit. Avg 57. Avg Crit 104. Plus another 3d8 if the target moves.
It is apparently so hard to program Aberrant Mind and Clockwork Soul spell-swapping into dndbeyond they had to remake the game without it rather than implement it.

We have a party member (Arcane Trickster Rogue) who has Elven Accuracy. She's looking for ways to try to get better crits out of that.
Essentially, is it worth it to MC 3-4 levels for Fighter/Champion for the 19+ crit? Will it increase her crit chance enough to warrant 3-4 levels?
Thanks in advance.

(0.997 + 0.85)(3.5 + 5) + (0.1426 + 0.05)3.5 + (0.9966 + 0.1426) * 31.5 = 52.26 damage per round.
14 Rogue/3 Fighter
(0.997 + 0.95)(3.5 + 5) + (0.271 + 0.10)3.5 + (0.9999 + 0.271) * 24.5 = 48.96 damage per round.

I'm probably laughing.
