What sort of "illegal" do you mean? Like against the laws of the fantasy world country where the party is adventuring, or against the mechanical rules of the game?
For the first one - the DM will know (or make up) the laws of the land and implement them through NPC law enforcement as needed. Nothing is specifically and automatically illegal.
Against the rules? There isn't really such a thing either. The rule books provide guidance of what you *can* do, but generally doesn't list many things that you *can't* do. If a player tries to do something, then it is up to the DM to declare whether it happens or not (what rolls are required if any, or when it might partly succeed or fail). If the DM says something happens, then that thing happens and nothing the DM declares to occur can ever be illegal.
I won't comment on how things work in the official Adventurer's League play - refer to their extensive rules and guidance for what is and isn't allowed for players and DMs.
As a player, you can generally trust that anything the rule books specifically allow you to do will in fact also be allowed by your DM (and otherwise you can rightfully feel a little bit annoyed about it). Anything that the type book doesn't specifically allow you to do is up to the DM to adjudicate. Nothing is illegal if the DM allows it.
