Why on whatever world our campaigns are being played upon has the fighters 4th attack been moved from level 17 to level 20? Cantrips still scale at lvl 17, so now casters most basic attacks outshine a warriors basic attack at that level... most classes get a nice ability at lvl 17, but now the fighter gets nada...
To misquote Sigourney: "I have one job in this lousy party, and I'm going to do it!" Let the fighter swing away!

1 extra Action Surge per rest and 1 extra Indomitable per long rest - why would these not be considered "nice abilities"?

Yeah, especially when that's six attacks per turn (seven with two-weapon fighting) for two turns in a row if you want that; so in the same time that a caster has used their cantrip twice you've put out 12 (or 14) attacks. That fourth attack isn't really a fourth attack on the fighter, they've had that since 5th-level when action surging, it's a fourth attack every turn but action surge lets you make some insane damage bursts when something really needs to be dead.
Plus cantrips just generally aren't as good as attacks; cantrips might roll four dice for damage, but they only add a bonus to every roll if you're a Warlock with Agonizing Blast; attacks add your Dexterity or Strength to every roll, which by level 17 should be a +5 minimum, with your choice of damage dice (choice of weapon) plus probably a magic weapon by that point for good measure.
Not sure why this is in Rules & Game Mechanics though; the fourth attack is at 20th-level, that's the end of it as far as the rules go.

I am not sure what to say, fighters have always gained their 4th attack at level 20.
That is what is shown on DnDBeyond and it is what is printed in my PHB. I wasn't playing when 5e launched but I found this reddit thread from a few weeks after 5e was published and it also mentions fighters getting their 4th attack at level 20: https://www.reddit.com/r/DnD/comments/3fcull/5e_how_does_damage_progress_as_characters_gain/

Because this is D&D 5th edition, where we hate martials and throw unending bonuses to spellcasting.
