Seriously I am assuming Flapjack is some sort of character from a book, or something, you say "without the base rules" presumably you mean with the base rules, but does that mean you are limited to the SRD (free content) or can you use other published materials.

I would go for a Plasmoid character, because that way you can change your appearance to match that of Flapjack. Then I would start thinking of what abilities might let you hover, and after that, what is it about Flapjack that you want to create? Because presently, Flapjack isn't any particular class. It sounds like you're really just asking "how to I play as a Flumph", which is simply answered as "Homebew or reflavouring".

Instead of fighting someone down to 0 hit points then deciding if i want to knock them stupid just to steal their cash or get away how about a way to bash them once in the head and drop them for a number of rounds? Or how about the one punch knock out in a fight? You see the small guy knock the big guy out all the time on the internet, why not in the game?
I can hear it now. You can not let the bad guys have the ability to knock out the good guys from behind or with one punch. The guy that is down could be killed in the next round with a knife to the heart or bash to the head. Well thats the breaks isn't it? Always have a friend with you. Of hope the bad guys can not sneak up on you.

If you want a punch strong enough to knock someone unconscious in one hit, have a punch strong enough to knock someone to 0 hit points in a single hit. It's really simple and it makes perfect sense.

Commoners have 4 hit points if punched by a character with +3 strength or a monk they will be unconcious. So if you want ot steal from random commoners the game works for you.
If you want to knock more challenging opponents unconcious then it is more akin to a boxing match. While there have been boxing matches where one opponent was knocked out with the first punch it is incredibly rare (equivalent ot rolling something like 3 nat 20s on the trot) boxing matches are all about wearing down the opponent until you can get the knock-out blow in.
Alternatively you can train be able to catch your opponents off guard such tat if surprised you can knock out much more challenging opponents before they know whats happening (asassin getting an auto crit with sneak attack on surprised opponents), RAW this has to be using a finesse weapon though as a DM if a player wanted to go this root I would be happy to homebrew a blackjack as a finesse weapon doing 1d4 or 1d6 bludgioning damage.
Another alternative is a (relatively) trained practicioner of the martial arts who knows just the right place to hit someone, while stunning strike isn't unconcious it does incapacitate them for 6 seconds.

We only discuss RAW flapjacks here, and frankly, they are underwhelming.

Make your Artificer work with any other class with 174 Multiclassing Feats for your Artificer Multiclass Character!
