To put a different spin on it, staying in melee range is obviously dangerous in the same way that running away is.

In my humble opinion, people need to approach this with a little more common sense, and a little less focus on diction. The target is suffering from fear, therefore it makes sense that they would be frightened of maintaining a position where they have the potential to be attacked for the foreseeable future, and opt to run away as the spell indicates, taking chances with the odd strike as they do so.
The rest is fairly obvious too. They wouldn't run into any obvious dangers like lava, or another angry dude looking to club them over the head with a large metal object, but take the most safe and direct route away from enemies.
You cannot use a spell for a OA. So the spell casters could not taken advantage of the Dino fleeing to cast a spell at it. As to the rest of the arguments, I could go multiple ways as a GM. That said once we came to a conclusion, the enemy's follow the same rules. It's a test I use to see if the players are sure that is what they want. As long as they are ok with the rule be used that way against them in the same manner, let's play.

The War Caster feat has been in the Player's Handbook since it was first published in 2014. D&D 5e (and even AD&D 1e) contain exceptions to rules often as a result of magic spells or class abilities. I haven't seen any indication that exceptions have become substantially more prevalent since the release of 5e though the addition of content always introduces the possibility of more special cases (eg attunement slots are limited to 3 but the artificer has the ability at higher levels to be attuned to more magic items).
