Can Haste be cast on a single target more than once, stacking the effects? The descriptions of the spell does not expressly prohibit it. My party has a Ranger we call Cuisinart and 2 casters have Haste. Just wondering for our next big battle...
The effects of different spells add together while the durations of those spells overlap. The effects of the same spell cast multiple times don't combine, however. Instead, the most potent effect--such as the highest bonus--from those castings applies while their durations overlap.
For example, if two clerics cast bless on the same target, that character gains the spell's benefit only once; he or she doesn't get to roll two bonus dice.
If they're cast in the same round, it's a tossup on which one has it. If one casts on a following round, then THAT one takes over because it has greater duration. Arguably, the DM could rule that it means the old haste stopped and make the person be exhausted for the round, but nothing in RAW enforces that.

Does that mean if a person were to take a Potion of Speed that it would or would not apply both. Looking at the descriptions of the potion itself you gain the effect of the haste spell, but doesn't say that a spell is casted.

You still would not combine the effect of Haste twice.
A Potion of Speed wouldn't combine with the Haste spell because it very specifically grants the effects of Haste... it doesn't really matter what the source of the effect comes from, the rule just doesn't allow combining of effects.
Although Boots of Speed can be combined with Haste, although I don't believe that two separate effects that double your walking speed stack. Correct me if I'm wrong, but I believe it's like getting Extra Attack from two different sources... both instances of doubling your speed only apply to your base walking speed, not to your current total. Although Boots of Speed use the term "Walking Speed" while Haste just uses "Speed", so maybe there's an argument there.
Raw is unclear. For example, both Shield of Faith and Haste give +2 to AC, 2 different spells, from 2 different sources...do they stack? We don't have "typed" bonuses anymore. At my table bonuses from the same source don't stack, but the same bonus from different sources, unless explicitly stated otherwise, do stack. Yes.
We don't have "typed" bonuses anymore. At my table bonuses from the same source don't stack, but the same bonus from different sources, unless explicitly stated otherwise, do stack. For example, extra attack explicitly states it doesn't stack, no matter how many of them the player gets.
