Turn Undead. As a Magic action, you present your Holy Symbol and censure Undead creatures. Each Undead of your choice within 30 feet of you must make a Wisdom saving throw. If the creature fails its save, it has the Frightened and Incapacitated conditions for 1 minute. For that duration, it tries to move as far from you as it can on its turns. This effect ends early on the creature if it takes any damage, if you have the Incapacitated condition, or if you die.

Is there an Official Source for that ruling or is it just an agreed upon norm? Quite a few Undead are immune to the frightened condition, and the explicit turn resistance ability has been removed. From the way it reads, it seems wildly nerfed.

The rules are as an official a source as you can get.

The Incapacitated condition does not care if the undead is immune to Frightened. The requirement to flee for one minute also does not care if the creature is immune to Frightened. This is a save-or-suck effect which does nothing if the save is passed.
As for the nerf, Turn Undead gets another effect at level 5. It used to be based on the CR of the creature and level of the Cleric, and if the CR was too high, the effect did nothing. Now anyone which fails a save takes [WIS Modifier number of d8's] Radiant damage regardless of the creature's CR, without ending the turn effect like other damage.
To expand on the point about whether or not the conditions are linked, if they were then they would use language like in Hypnotic Pattern
Each creature in the area who can see the pattern must succeed on a Wisdom saving throw or have the Charmed condition for the duration. While Charmed, the creature has the Incapacitated condition and a Speed of 0.
When one condition is contingent on another being active, the description is very clear about it.

If an undead is immune to the frightened condition (Boneclaw) would it only suffer partial effects from a successful turn undead?
so incapacitated would take but Frightened wouldn’t.
