As I prep my group of 3rd level characters for Forge Of Fury, I see that in the 2025 Monster Manual has a conversion table for 2014 monser equivalents. There I see that for the 2014 Orc, instead use the 2025 Tough. Okay, but at 32 hps vs. 16, is that a little tootough for a 3rd lvl character, at the same CR?
The toughs and other humanoids do not have any species abilities and no mention of that in the books. Would it kill WOTC to add a line or two About fleshing out with species traits.

Not really. Damage output would be what you'd need to compare also, and it is lower.

You are free to flesh out species flavor however you want. That's the point of the generalized nature of these. It is plug and play.

Keep in mind that toughs do less damage than orcs and have lower ac.

But also Pack Tactics, increasing the likelihood of doing damage.
That's true, but I think when you look at all the changes, toughs aren't that much better than orcs.
