I'm wondering: can they also hide as a bonus action when heavily obscured?
It's not explicitly written, but it would be completely nonsensical if they wouldn't able to do something that the item allows, given even better conditions than designed...
Also, does this property still works if the enemy has Truesight/Blindsight? The recent SAC entry about this case doesn't take this item's ability into account...

I don't know if there's anything that explicitly states this anywhere, but I think it's very reasonable to rule that Heavily Obscured implies Lightly Obscured.

I wouldn't think so. This item's ability just allows you to take the Hide action in a situation when you normally wouldn't be able to. It doesn't provide any special means of evading Blindsight or Truesight.
