To set-up the Scenario, an enemy leaves your range by walking past one of it's own allies (within 5 foot of you and itself), you have the War Caster feat and decide to use True Strike as a Reactive Spell, since you can only perform one attack anyway. You perform a weapon attack as part of the spell, this should trigger Cleave, however Reactive Spell states that the spell can only target the creature that triggered the Opportunity Attack.
The way I read this, is that Cleave still works since it's trigger is an attack with a Cleave weapon, it itself is not part of the spell and so it ignores the limitation of Reactive Spell to only target the one creature, but thought I'd reach out to see if I am missing anything in this interaction.
It's one of these situations where several bits of the rules of the rules are interacting, and ultimately the DM is going to make the call, but your reasoning is perfectly reasonable.
(And people with a particularly strong opinion about one of the interacting parts may pop up to argue it doesn't work for some reason, of course.)

This would be correct. If you watched JC video on Weapon mastery.. basically said there’s new ways to trigger Weapon mastery. So, the cleave extra attack would trigger in this scenario
You could also add Sweeping Attack or Horde Breaker into the mix.
Sweeping Attack should work, I believe Horde Breaker specifies that it has to be your turn so wouldn't work unless you can somehow trigger an opportunity attack during your own turn...
This seems like it would also work especially well with Green Flame Blade and be able to hit both parties :)

No you would not be allowed to cause GFB to jump to a second target as Warcaster doesn't allow the spell to target more then one creature.

Just another fun thought experiment I came up, how would people rule the interaction between a Cleave Weapon (Great Axe or Halberd), The War Caster Feat and using a spell like True Strike or Booming Blade.

For me, the interaction is also fine.
You could also add Sweeping Attack or Horde Breaker (*) into the mix.
