Are all the Waterdhavian Lord families human? I'm trying to play a high elf with a waterdhavian lord background but can't find a family to fit that into.
There are many many noble houses in Waterdeep. It be easy to figure that there is a high elf one as well, it simply hasn't been fleshed out in dragon heist. Maybe you could take a look here on the wiki: http://forgottenrealms.wikia.com/wiki/Nobility_of_Waterdeep to see if any suits your character. And if not; add them to you campaign together with your DM
In the game I am in currently one of the players choose a noble background and came up with a last name - Blackcloak - and poof a new Waterdeep noble house was born.
You should always run it by your DM and work with him/her to flesh out your characters backgrounds but really this should not be a concern. Especially in a city as big as Waterdeep.
