I'm in the middle of an argument on whether or not Lv 10+ spells are still in use by mages, or if the spells cannot be used freely. They argue that pages 91-92 of Secrets of the Magister say that Netherese mages can still use them and do use them to create multiple persistant enchantments and structures with them, such as various forms of Mythal and Mythallar. Futher they maintain that when Mystra died her ban expired (which they provide no source for) and that she cannot or does not prohibit the use of such magics because she us weak and unable, despite being a Greater Deity in power.
I maintain that any apparent Lv 10+ spells cast or in existance are Epic Magic versions of them, and that they and any Mythal or Mythal derived magic originate from Epic Magic and the Create Mythal Spell Seed, as decribed on Lost Empires of Faerun pages 43-50.
No single mage can cast spells over level 9, but it is my understanding that a group of high level mages working together can produce magic of higher level, but the the cast time often exceeds 24 hours to a week and the material components may require one of those mages' life.
Long story short, the cost was deemed too high by most.
Actually 10th does exists. Requires the slot firstly, secondly one can not cast by themselves, would require a multiple skilled wizards/Sorcerer to cast then the actual hard part is the construction or repair of mythal. Source is Ed Greenwood
As per RAW, while 10th level spells still exist and can theoretically be cast, you have to homebrew to allow to make it work. Spells of 10th level and higher all require the caster to be higher than 20th level, which is not allowed by RAW in 5e. The process also cost the caster levels in the casting class, something that 5e also does not have a way to handle by RAW.
Nothing says you can't homebrew to get around all of this, and there's plenty of lore and older editions of established RAW and RAI to work with.

There's no such thing as level 10 spells in 5th edition. Spells go from levels 0 to 9.
Spells aren't the only form of magic in D&D so extraordinary magical effects don't have to be shoehorned into the spell system.
