The DMG and XGE at multiple points indicate that consumables (potions, scrolls, etc) are worth half the equivalent tier of a Minor item.
In other words, if I'm rolling for random treasure, I may get a Necklace of Fireballs, or I may get a Potion of Superior Healing, which is worth half of the Necklace.
Should I be handing out potions in pairs to offset this? I'm worried that if my players consistently roll low on the table they'll be at a disadvantage.
That's not the intent. If you roll on a potion or something, well, that's what you rolled. If you want to hand out two, go ahead, but potions are extremely useful. They just cost half as much because they're one-time use.
I think it's fine to hand out as many as you like, but be aware if players are starting to stockpile them. Pretty much as long as they are burning through them, I don't mind handing them out.
It's worth noting that the Necklace of Fireballs is, itself, a consumable item. The game may not strictly classify it as such, but the player limited to seven or less fireballs before their cool magical item poofs into smoke and dies is certainly going to treat the item as consumable.
