Normally Reduced Threat monsters have an additional trait, Reduced Threat, that provides a -2 to all ability checks and saving throws. For example the Reduced Threat Black Pudding vs the normal Black Pudding .
However, the Reduced Threat Stone Golem doesn't have this trait. Is this an omission, and it should have it? It the creature already a CR7 without this trait?
I'd think this a better post for bug reports? Looking at other sources besides DDB, I don't think it's an omission... the reduced threat golem just has less HP, and a lower proficiency bonus. I think the point is still "oh shit, it's a stone golem" but one that a lower level group could conceivably defeat.

A reduced-threat monster uses a normal monster’s statistics, but it has half the normal hit point maximum and takes a −2 penalty on attack rolls, ability checks, saving throws, and saving throw DCs.
A reduced threat creature that is based on a creature bigger than Large is instead Large. Some specific reduced-threat creatures also make changes to the abilities they can use. A reduced-threat creature is worth half the normal XP earned for defeating it.
It looks like the modifications to attack rolls and saving throw DCs are appropriately adjusted already for the reduced-threat stone golem. However, there's nowhere else to include the adjustments to all ability checks and saving throws, which I assume is why you listed it as an additional trait for the other reduced-threat monsters - and there's no specific modification to reduced-threat stone golems that would cancel these effects on it, so the -2 to ability checks and saving throws should be listed as a trait for the reduced-threat stone golem (just as it is for the reduced-threat black pudding).
Basically, the only time the reduced-threat stone golem is specifically mentioned in the text doesn't remove its -2 to ability checks and saves, so it should still have that -2 to ability checks and saves listed in the statblock (presumably as a trait, for consistency with other reduced-threat monsters).
So the Reduced Threat Stone Golem (dead in thay) is a lower CR creature that the more typical Stone Golem.
