If there's a level 11 Ranger - Hunter in your party with the Volley ability, does this mean that blessing his weapon will give him an extra 2D8 radiant damage on every single enemy that he hits with his Volley ability?

Yes, absolutely. There's zero doubt about this being true.
Holy Weapon has a range of "touch", not "self"; it can be cast on a weapon that you are not holding, and can be used by a creature that is not yourself.
You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
Yup. It's powerful but not broken and also something really cool. The fact that it can easily be negated or mitigated through Counterspell, Dispell Magic or just hiding behind some cover puts it squarely in the "approved" section in my book. :)
It's too bad that Holy Weapon cannot be twinned by a sorcerer. It would be really cool to see a ranger dual wielding with this magic.
Have you not met the divine soul sorcerer?
True enough that flavor of sorcerer can learn the spell, but twin still won't work. Twin requires targeting a creature, while Holy Weapon target a weapon. :(
This combo would require a level 9 cleric and a level 11 ranger, or a multi class at combined 20th level...at those levels this combo isn’t super overpowered, and it’s pretty cool

Also remember that anything that the PC do to your NPC, the NPC can do to the PC. ;)
It's funny that you mention Sorcerer and twinning spells, because my character started off with 1 level in Sorcerer, but plans to take the rest of her levels in Cleric. So she would get access to the spell at level 10.
We are at level 4 right now, so we're a long way away from level 10. We're doing Out Of The Abyss, so we're expecting the campaign to get to around level 15, so that's plenty of time with access to the spell.
We're a very melee heavy group right now, so it would definitely hurt if the NPCs used that trick against our PCs. Our five player party is a melee Battlesmith Artificer with his melee companion, a melee Rune Knight fighter, a melee Assassin Rogue-Fighter multiclass, a ranged Longbow wielding College of Valor Bard, and my unique Human Draconic Ancestry Sorcerer - Tempest Cleric with the Spell Sniper Feat for a 10ft range on Booming Blade with her whip.
Right now I expect to give Holy Weapon to the Rune Knight, but if any of our PCs get killed during the campaign, we will be pressuring the person to make their next character a ranged one. Having four melee PCs plus a melee pet, and just one ranged PC is a bit out of balance. It helps that I have a 10ft range on Booming Blade, but we still do feel like we're too melee heavy as a party.
Because we're melee heavy, I do find myself using some of my other attack cantrips fairly often (I also have Ray of Frost, Thorn Whip, and Shocking Grasp), so I don't expect to be casting Holy Weapon on my own weapon. Giving it to the Fighter that gets to attack three times with an attack action at level 11 (or six times in a round with action surge) seems like the best option. But I will make sure to suggest Ranger-Hunter as an option if any of my teammates die. Because it would definitely be good for us to not be so melee heavy.
Actually, Conjure Volley specifically states it must be used on a nonmagical weapon. Holy weapon automatically makes the weapon magical so this wouldn't work.

The volley feature of the hunter subclass, not the conjure volley spell. I see how you made that mistake though.

RAW, the burst from ending the spell as a bonus action originates from you. RAI, the burst is supposed to originate from the weapon.

Holy weapon makes attacks do extra damage. Volley makes attacks on each target. That checks out.
