I am setting up a game and am thinking of using vestiges. My question is can they work as a set like a weapon and a off hand weapon. If this is possible would they each get abilities or how would it work? Thanks in advance
You will want to set up each weapon individually. If you want to make them a set, there are other magic items in the game like the hammer of thunderbolts that work individually and also together that you can use as design inspiration. Typically when you use your bonus action for two weapon fighting, there are restrictions on it that make it less effective than your normal attack. Your magic item can specifically bypass these restrictions if you want. It's all in the wording.

I don't see why they can't. It isn't unheard of for legendary/artifact magic items to come in a set with abilities that play off eachother.
Whether the set is treated as 1 item with a shared pool of abilities or separate items with a split pool of abilities is up to you (the DM).
