These rules might exist somewhere but if they do I can't find them. So can anyone point me to the rules for PCs to research/create their own spells?
Background: My wizard (currently 11th level) wishes to build/create himself a tower. Now, he is a wizard, so he'd rather do this magically. A spell exists for this (https://www.dndbeyond.com/spells/galders-tower) but I don't have access to it.
As far as official sources go (as in besides just guidelines/suggestions)... I actually don't think there are any currently. If it's mentioned anywhere, probably in the DMG.
You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
There is no codified method for PCs researching new spells. It is entirely up to whether your DM will even permit it to begin with, and it would be up to you and your DM to discuss and agree on how you would accomplish it in-game.

The unofficial Strongholds & Followers expansion has a well thought out system of mechanics which allow casters to invest in researching new spells. (as well as other options for the mouth-breathing classes)
What makes this particularly pertinent to you, OP, is that it also has rules and suggestions around acquiring a tower of your own and turning it into said arcane research sanctuary.
If this isn't an option, then at your current level repeated castings of Move Earth may be the way to go.
