OK So it's pretty specific when saying 'an attack roll', it doesn't say 'on attack rolls'. So in my mind they would only get one advantage to 'an attack roll' per creature they fight per encounter.

The reason i'm questioning this is that I have a PC who is a kobold and it's sort of an OP feature to have.
What Filcat said, it's just language usage. Abilities that have usage limitations mention so specifically, such as "once the Farfelkugel has used this ability, it can't use it again until it completes a short or long rest."
The general rule is don't read in what is not in the book. Look at rogue sneak attack:
Beginning at 1st level, you know how to strike subtly and exploit a foe’s distraction. Once per turn, you can deal an extra 1d6 damage to one creature you hit with an attack if you have advantage on the attack roll. The attack must use a finesse or a ranged weapon.
5e is very good with it's rule consistency, so if a limiter is not specifically listed, there is not a limit.

Yes, Kobalds have Pack Tactics which is one of the best abilities in the game... they also have a net zero stat increase +2 dex/-2 Str and have disadvantage with attacks/perception checks in sunlight; these negatives is how they can have such a great positive... but it is only an advantage in dark places, normal roll in sunlight when an ally is within 5 feet of the enemy, or disadvantage in sunlight without an ally.
plus, Kobolds until recently were very weak in comparison to other races, Tashas couldron helped that out quite a bit. If your using the original rulling then yes, kobold needs something otherwise why be them.

The original Kobold playable species came from Volo's Guide to Monsters. This version of the Kobold has pack tactics, a negative modifier to strength and sunlight sensitivity among other features. The most recent version of the Kobold is from Mordenkainen's Monsters of the Multiverse. This one does not have pack tactics, does not have a negative strength modifier and does not have sunlight sensitivity - it has a couple of other features instead that are neither as powerful as pack tactics or as debilitating as reduced strength and sunlight sensitivity.
You will have to ask your DM which version of the Kobold species you can use. However, the pack tactics ability is NOT a part of the current Kobold (which is why it isn't offered as an option when you select it on D&D Beyond). If you already own Volo's Guide to Monsters, then you can select Kobold (Legacy) as the species and it will have the features from Volo's including pack tactics. However, it might be unlikely that the DM will just let you add as powerful a feature as pack tactics to the species without some sort of balancing ... so I'd suggest asking your DM before creating a home brew Kobold with pack tactics.
If you still want to add it to the character sheet, it is fairly easy to create a Home brew feat called "Pack Tactics", copy the text from the pack tactics feature of any monster which has it and paste it into your custom feat, then give your character the Pack Tactics feat you have just created. You will need to turn on home brew for your character though in order to add this.

Pack tactics is always active, as long as the condition is met. You always have advantage if an ally of yours is within 5 feet from the target.

Look up the kobold monster as a reference and just apply it to your character.
