The PHB backgrounds that get disguise kit proficiencies (which none include actually include a physical disguise kit automatically in the equipment) come with one specific set of clothes each. So to me, that means no. Clothes beyond the default set must be bought/made/taken. Fake noses and wrinkled brows and high cheekbones, sure... once you get a disguise kit.
EDIT: Of course, I only have the PHB backgrounds. Other background sources might state something different that contradicts the above.

When I was playing a Goblin Bard I played it as the character having on specific costume... so while I had access to a variety of face paints and prosthetics, the only full costume was a disguise to look like a dwarf commoner. Any time I wanted to disguise as something else, I would have to explain how I could repurpose that specific costume to look like something else.

It's up to the DM, but a good rule of thumb is that any roll you make represents your character's best possible attempt at what they're trying to accomplish. Most DMs won't just let you reroll over and over again until you land on a better outcome, but if you do something to change the conditions that can justify rolling again. I think if your character is aware that they did a crappy job, then it's reasonable that you might spend some extra time fixing your disguise if you have a decent period of downtime.

If a dnd player has a disguise kit do they get a infinite amount of clothes and do they choose what each appeal looks like?
No, a disguise kit is stuff like makeup, putty for false features, maybe some sewing supplies to quickly modify clothes. It's not a pack of outfits.
Assuming you mean appearance rather than appeal, yep, that's the intent of a disguise kit. It lets you disguise yourself as someone different
