It occurs to me that if you go down the archetypal half-orc outlander route with your barbarian, then you must swap out one of your race/background skill proficiencies to gain any benefit from Primal Knowledge at 10th level. As presented in the PHB a half-orc outlander has proficiency in five of the six barbarian class skills at 1st level. TCoE adds the sixth and final skill at 3rd level. Personally, I'd allow the player to choose Expertise in one of their skill proficiencies at 10th level. All the same, someone at WotC should have spotted this.

I wouldn't allow expertise, that's a very different and specific thing and potentially much more advantageous than proficiency in another skill.
I believe, RAW, they would get nothing from Primal Knowledge at Level 10. However, personally, I would work with a player to find a reasonable alternative skill (or possibly tool) to swap in.
I would just let them pick a new skill for their background (which the rules already state is a thing), though I don't believe it is RAW to do so after character creation (relevant for AL), I don't want to trap/punish players for not wanting to wait 6 levels to get a certain skill.
A least there's more flexibility now regarding skills. That's a good thing as it allows players to personalise their characters even if they can't afford to invest in feats.
