I have an idea for a one-shot character. The game is online, and I don't know the other players. I have asked if any character choices are prohibited and were told that I can have them as long as I can create them on DDB.
I am also allowed to write a dragon-centric backstory and was told there will be dragons.
It's a level 20 one-shot.
I want to make a: Half-Dragon/Half-human Cleric of Bahamut turned vengeance paladin/dragon slayer.
The idea of the character is:
His parents are a female gold dragon and a male human. His mother raised the character, but when he was 17, she was killed by a much older and more powerful red dragon. His mother sacrificed her life to fight an enemy she knew she could not defeat, to keep him distracted and give her child a chance to escape.
Although she lied to him and told him that she would come and find him after she had dealt with the threat, and never having seen his mother fail at anything, he believed her. Much later, when she had not shown up, he went to look for her and found her. She had fought hard but was too young to fight an enemy as old and powerful as that particular red dragon. As was one of her wings, many of her scales had been torn off.
The character collected the torn-off scales and would later turn them into armour.
He swore an oath of vengeance on his blood and the blood of his ancestors, swearing that he would see his mother avenged, and spent the next 30 years building a reputation as a dragon slayer, travelling the world slaying chromatic dragons (especially red ones.) However, he never forgot his oath to kill the one who murdered his mother, and now as part of this one shot, he might finally get his chance since it's taking him back to the place of his childhood - now the domain of his most hated nemesis.
Over the years, he has gathered armour and weapons designed for killing dragons, specifically red dragons, and his reputation is well-earned. Where others have fallen, his determination, strength of his will, blood oath's power, and hatred of chromatic dragons have seen him lay low many foes. The young, and the old, the able and sick - he has killed them all, but after three decades of blood and death, he has grown tired of it, so now he returns to where it all began.
He will kill his nemesis or be killed by him. Either way, his quest, protracted and bloody as it may have been, will end, and in this world, or the next, he will finally be free to walk the path of a simple cleric - the road denied him by the murder of his mother.
So, I use two questions:
Is this viable for a level 20 character?
How do I make a half-dragon on DDB?
Bonus question:
Can you suggest dragon-inspired names that a gold dragon might name her half-human child?
Thanks
Forge.

I have edited the write-up to correct writing and grammatical errors and to make the post easier to read.
You can make them the Dragonborn race, for starters. Or if you're willing to bend your class levels, you can take some levels in either Draconic Sorcerer or Dragon Monk or something to represent the bloodline. Besides that, it's homebrew (which seems like your DM wants to avoid)

I know what you're thinking: "In that flurry of blows, did he use all his ki points, or save one?" Well, are ya feeling lucky, punk?
Be careful with that backstory: It seems to want to corral the party into the character's story. In a party, individual stories should never be so big as to demand the party's full attention to resolve them. Everyone's story should have room to share the spotlight with others instead of making it all about one character's epic quest.

Human. Male. Possibly. Don't be a divider. My characters' backgrounds are written like instruction manuals rather than stories. My opinion and preferences don't mean you're wrong. I am 99.7603% convinced that the digital dice are messing with me. I roll high when nobody's looking and low when anyone else can see.🎲 “It's a bit early to be thinking about an epitaph. No?” will be my epitaph.

I do somewhat agree with you. He certainly isn't a character that could play in a campaign, and to be fair, he does want to go and fight this one particular dragon, but as long as he gets to do that, he will happily help the rest of his party with what they want to do as well.
As a player, I would think that my character would get to do his thing, towards the end o the game, after he has helped the others do their things.
I would not want to spoil the game for other people, although this particular character does have something that he is specifically looking to do, and might even try to tempt the rest of his party by promising them that they can keep all the treasure in the dragon's hoard since he is not interested in that -- he only wants to kill this dragon.

I know you mentioned being a cleric/paladin but it might be a bit more feasible to do a Dragonborn with either:
1) a Barbarian (Totem Warrior)/Blood Hunter (Lycan) mix. flavouring your rage and other class abilities as your Draconic Heritage coming to the fore. You can still be a Bahamut inclined individual and maybe sneak in some magic feats to give you some "blessings" although you won't be able to go into a full dragon form you would certainly be more of a half dragon.
2) Otherwise going for a singleclassed Bard or Druid build might be worth it as you can get True Polymorph and Shapechange (respectively) and use that to go into Dragon form.whilst still getting your Bahamut devotional side of things. Druid woudl also give you all those lovely wildshapes to add some cosmetic draconic style to.
3) And a final option go for single classed Monk Way of the Ascendant Dragon.

That monk sounds interesting. Can you link me to the subclass, please?

The onyl link I could give you for the monk would be this one:
its based off the UA that was released a while ago and the official version is in Fizbans Treasury of Draogns. I dont think they tweaked anything from what I can see though.
