My DM let me use a wish from a Ring of Wishes to rebuild my Sorceress/Bard at level 15. I rolled completely new stats and they are so much better than my original stats that I am considering using all feats and no ASIs, looking for feedback.
Stats are: Str 11 / Dex 16 / Con 16 / Int 13 / Wis 15 / Cha 21 (she snagged that Tome of Leadership and Influence)
I want to boost my Cha to 22, but other than that I'm pretty happy with these stats. She has Shield, so AC is mostly 21, and she is a Draconic Lineage Sorceress so her Con mod is +4 for HP, plus the proficiency in Con STs make pretty beefy Con stats. Str, Wis & Int don't come up super often for her (and these are much better than my previous Int/Wis stats).
Here's the Feats I'm considering in the order that I'm sure I want them:
Elemental Adept: Draconic lineage I get boosts to lightning dmg so I lean heavily into that & this helps tremendously.
Skill Expert: Boost in Cha, pick up Arcana (or another) proficiency, expertise in Persuasion (her very words are persuasive)
Lucky
Since one skill point has to go to Cha, I'm debating if two or three more modifiers to Dex, Con, Int or Wis are worth it. The feats really improve on some of her weak spots, which are lightning heavy spell selection and a lack of good skill boosts (hence Lucky being at the bottom of the list). I've never played a game this high level, so I'm curious how much a small boost to AC, HP or Int/Wis will help over these feats.
I've never done ALL feats before and wondering if that's a terrible idea at high levels because you need your core stats to be better.
Yeah your stats are good enough to justify going hard on feats. I think your choices of feats are all good. I'm not a huge fan of lucky... It's a solid feat and works for most builds, but it can be kinda boring. Warcaster is probably what would give you the most bang for your buck, or spell sniper which you can use to snag another cantrip and give you some more range and other stuff.
Elemental adept is definitely one of my first choices. The opportunity to boost Cha to a +6 is too good to pass up. For your last feat, although you can't go wrong with lucky, I'm divided between spell sniper and War Caster. You mainly want the first bullet point of War Caster so I encourage you to compare the two and think about which one will come into play more often.
Luckily, this is Chimera's last feat, so they have plenty of time to figure out which feat best compliments their playstyle.
If they find that they're constantly losing concentration on important battlefield control spells or if they regularly get caught in the middle of combat, then Warcaster would probably provide the most benefits.
However, if they end up playing more as a Blaster type who relies on keeping as much distance as possible between them and their opponents then Spell Sniper will get more use.
Thanks so much for the feedback! I'm feeling better about picking all feats instead of ASIs. After some reading, I'm not sure about Spell Sniper and War Caster, but maybe I'm missing something. Almost all of her damage dealing spells are AOE STs, not attack rolls, so I'm not sure if Spell Sniper would be a great fit (and cover almost never comes up at our table). And War Caster would be great except she has a +8 in Con STs, so she usually succeeds that ST. Lucky could also help with those STs while also being more versatile. But let me know if there is something I'm not taking into account with these feats, esp about Spell Sniper because it seems like most casters use STs more often than attack rolls. Y'all did inspire me to start looking into other feats to possibly replace Lucky. Tough seems like a solid choice, Resilient (Wis) would boost her Wis mod and proficiency in Wis STs is great (however, again, it seems like Lucky can help with that while also being more versatile), possibly Magic Initiate because I really love the Guidance cantrip or Metamagic Adept.
Resilient is always a solid choice, as is Tough. The way you describe your spellcasting style does sound like you wouldn't get quite as much benefit out of Warcaster or Spellsniper compared to the average spellcaster... I can see why you went with Lucky at first since your character already covers some of the weaknesses the more common spellcaster-focused feats cover. If you're still looking for advice, I have a couple of feats that I generally think are pretty fun but aren't usually "optimized" or anything.
Observant is a really interesting Half-Feat, since you can use it to round out your WIS and the +5 to Passive Perception/Investigation comes up surprisingly often. It kind of changes how you play your character, since you start suddenly noticing all these things and become very difficult to surprise. I don't know that it's something you'll particularly benefit from, but it's an interesting feat in that regard.
Telekinetic and Telepathic are both really fun abilities that you'll find a ton of uses for in and out of combat. Probably not quite as useful in the late game, but fun feats that affect gameplay in unique and interesting ways.
Another feat that I really like but isn't particularly popular is the Chef feat. It's not mechanically super useful, since it just provides a relatively minor boost to healing during a short rest and allows you to make snacks that grant temp HP, but it's got a lot of roleplay potential. It could lead to some funny character growth as maybe you could play them as being someone who loves to cook but is just really bad at it until you get to a higher level and have studied enough to unlock the feat. It's a good "just for fun" feat if you feel like you're already doing well with the mechanical side of the game.
I believe that with character ASI’s you can’t boost past 20 so to get your CHA to 22 would require another magic item. So if you are good with your other stats then feats are the way to go.

The Tome of Leadership and Influence referenced increases both the stat and the maximum for the stat, allowing you to raise it higher even if the tome itself wasn't what pushed you over 20.

Yeah, but you'd need some other effect to allow you to raise it up to 22.
Elemental Adept is a great feat to take, especially for a class like Draconic Sorcerer that already wants to specialize in an elemental type. Since you mentioned that you were feeling overspecialized with your spells, Fey Touched and Shadow Touched are also both great options. You can probably justify tying the spells to your charisma score rather than Int or Wis even if you can't pump it up any further, or you can take a spell that doesn't require anything based on your spellcasting attribute and make it irrelevant. Obviously you don't have to take it, but I thought I'd throw it out there as something to consider.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
She got 22 Cha because the Tome increases both your Cha score and maximum by 2. Plus 17 rolled stat, plus 2 racial stat, plus 1 from Skill Expert. I was eyeing those feats too. I do like a half feat and Misty Step is a great spell.

All really good ideas! She’s a pirate and Observant would help her not get pickpocketed, lol! Regarding Chef, I was looking at Inspiring Leader, which is pretty similar mechanically but gives more HP. And the idea of her giving super Inspiring Speeches are kinda hilarious! It would also lean into her new Bard multi-class. Thanks, I appreciate the suggestions & feedback!

Inspiring Leader is a solid choice. It can give close to an extra hit die worth of temp HPs even at low levels and it sounds like you'll be fairly high level. At level 15 with a +6 modifier, that would be 21 temp HPs. When you consider that even a barbarian would be getting almost 2 extra hit die worth of Temp HPs, that's some solid support for up to 6 party members and a solid defensive boost to the party. It will relieve the need to use any spell slots the party has been using on healing to some degree, and extend your pool of hit die a bit as well. Good stuff.
I second Inspiring Leader, for the reasons Jhffan stated above. You should note that it works each short rest. So you can spin out Song of Rest for extra healing and 21 THP each short rest. That’s enormous support.
I suggest a more fun feat for your CHR +1 than Skill Expet. You won’t need expertise at that bonus and proficiency level. So consider the tele- feats, Actor (for RP), Fey-Touched, or Shadow-Touched. The two -Touched feats are mechanically the strongest, and could lean into a bit of a wish “backfire” idea if your DM likes that with wishes. Maybe the Feywild or Shadow planes rubbed off on you when you were remade, and they want to rub you back? Maybe your alignment shifts a bit (toward chaotic or evil, respectively) and you don’t tell the rest of the party? It could be an opportunity for some RP fun.
I believe that with character ASI’s you can’t boost past 20 so to get your CHA to 22 would require another magic item. So if you are good with your other stats then feats are the way to go.

I get that the tome increases both. What I was referring to was both ASI’s as described in character classes as well as half feats that allow you to raise a score by +1 literally states you cannot increase a score past 20.
Ability Score Improvement
When you reach 4th level, and again at 8th, 12th, 16th, and 19th level, you can increase one ability score of your choice by 2, or you can increase two ability scores of your choice by 1. As normal, you can’t increase an ability score above 20 using this feature.
Choose one ability score. You gain the following benefits:
Increase the chosen ability score by 1, to a maximum of 20.
You gain proficiency in saving throws using the chosen ability.
So I understand that the tome goes beyond 20 and other magic items do as well, but for the features and feats they both say not over 20. So they would have to have their CHA maxed at 20 before using the tome to get it to 22 or another item, from how I read it. If they meant for it to go higher than 20 it would say you can increase to your max.
I’m probably wrong, but that’s how it looks to me, unless another rule out there changes it, that I haven’t read, which is entirely possible.
Edit: if the tome said you get the increase as long as you are attuned to it, I could see it working (or a wearable item that you can take off). But the tome seems to make a permanent change to the character.

Yeah, Inspiring Leader is great! That's definitely making the shortlist!
I did look at the Tele- feats but some of them are pretty similar to cantrips she has; Message, Gust, Lightning Lure & Mage Hand. If it let you cast Detect Thoughts at will I'd be interested in that one, but with the other feature being so similar to Message I don't see getting much mileage out of it. Actor is excellent for the right character, I have it for someone who is actually this main character's decoy (Queen Amidala style; Actor + "Mask of Many Faces" Invocation is very fun!), just not sure it fits this character's play style.
I do like the _______-Touched ones and she is half-elf so Fey-Touched def is appropriate! The main reason I didn't go with those is because she just took her first level of Bard so I'm already getting 4 new spells and 2 new cantrips at this level. Of course you can never have too many spells, but I'm trying to balance her out a bit. I like Skilled because she really lacks proficiencies and failed Arcana checks have bitten her in the ass more than once. And getting a +16 in persuasion right when she starts dabbling in Bardic magic (planning to take Eloquence) seems like a good fit. Thematically, it could even pair with Inspiring leader super well, her very words are so persuasive that she can give you HP and Bardic Inspo.

Ah, I see what you mean. I guess technically that might be correct but neither my DM nor myself read it like that. Seems like an easy thing to fudge for awesomeness reasons. Anyway, both in-game and in this new rebuild she had a 20 Cha when she acquired/used the book so if I'm understanding what you're saying then it would have increased the max and the score all the same.
