Prismatic wall is a 9th level spell, as is time stop. A wizard only gets a single 9th level spell slot. Your plan falls flat at the first hurdle. You can’t cast three 9th level spells using a single slot. Likewise, in their turn after you cast the wall but before you cast time stop, your target is teleporting, misty stepping, dimension dooring or using any of a number of other escape strategies. Sorry but you’d be more successful making a cup of tea with a chocolate teapot.

Even if they did, the likelihood of the dm giving out that one…. Then the chance of having a 9th level spell as a scroll? That’s a legendary (disposable) item. Then why on earth would anyone use up that kind of resource? This is theory crafting, and relies on serious cheese to work, nut is never going to happen in an actual game.

I'm at work so I don't have the time to figure out the exact mechanics, but I recently read in these forums about a multi class of the OneDND play test wizard with Storm Cleric or something. The idea being that you can change the damage type of a 9th level Meteor Swarm to be either all lightning or all thunder using new wizard hijinks, and then use your Cleric Channel Divinity to deal maximum damage on your lightning/thunder damage rolls. I'm not sure if it'll keep with with Prismatic Wall cheese, but it's still a really interesting concept.

Echo Knight 11, Conquest Paladin 4, Gloomstalker Ranger 4, War Cleric 1. This build lets you make eleven attacks on the first turn of combat ([3 from Fighter 11 +1 From Unleash Incarnation +1 From Dread Ambusher] x 2 from action surge, +1 BA from War Priest) which you can smite on nine of them.
With GWM and a Greataxe, you deal an average of 11d12 + 5 (126.5 [would probably average higher with the Great Weapon Fighting Style]) + 2d8 (Dread Ambusher [9]) + 1d4 (Favored Foe [2.5])+ 110 (GWM [with Guided Strikes from Conquest Paladin, you have a good chance of hitting even when you roll one low]) + 2d8 x 4 (1st level smites [36]) + 3d8 x 3 (2nd level smites [40.5]) + 4d8 x 2 (3rd level smites [36]) = average damage of 360.5 in a single turn.
After this turn, you are limited to 3 attacks like a normal level 11 fighter and cantrips, but you can do this for one more combat after a short rest (outside of smites), and make ten attacks on the first turn of the combat after that after a short rest. No magic items required, no DM allowances (outside of multiclassing), no rule-bending whatsoever. And you can nova an Ancient Sapphire Dragon on a single turn.
guided strike only applies to 1 attack, not all 11.

Wizard - 17, Eloquence Bard -3. Uses automatic 10+Expertise in Deception/Persuasion+Thaumaturgy to convince a whole town to come on out to the town square for an amazing show and then Meteor Swarms the whole crowd for several thousand damage total.

Nothing causes more damage than a Fighter Battlemaster 11 focusing on Precise Strike.
Melee: Fighter 11 / Barbarian 2. PAM, GWM and Reckless Attack.
Ranged: Fighter 11 / Ranger (Gloomstalker) 3. CBE, SS and Dread Ambusher with Action Surge for a nova opening turn of 8 attacks!
