For awhile now, I've been intrigued by the prospect of taking the smallest race known to man and giving it the largest weapon known to man, simply because of it being funny character design. I was wondering how practical this would be, because I've heard that Kobolds don't really do too well with Strength-based weapons, but I've also heard that Pack Tactics cancels the disadvantages they'd have and makes it fine to use. What are your opinions on this?
Under the 24 rules, there’s no issue with doing this anymore. Species no longer get ability score modifications, so a kobold can be a high str character as easily as anyone else. And the heavy property, which used to be a problem for small creatures, no longer matters with size, just str score. So, basically, have at it.
Remember a smaller creature can make a large sword look huge. aka Bilbo and "Sting".
A long sword used by a Kobold can be 2 handed and there are stats for doing it 2 handed. Have the Kobold leader be bigger and stronger to use the 2 handed sword, and all of his gang use the long sword or battle axe 2 handed. Why not let them have a feat to use 2 handed weapons while you are at it, thereby making them some elite killer kobold band.
Unleash a typical kobold group, then have your 2 handed band come up after a few rounds and see if the players react.

It's just the kobold equivalent of the mostly video game characters wielding swords the same size they are.
