So, in the game I run I made up a npc that was based off the Moonlit King from Tomb of Beasts. He owned a fancy clothing store and was the frenchiest character I thought up, I based his image on the Moonlit King (and the stats so my one player, that DMs a lot, couldn't try and kill him).
Thus far I know he'd be a high-elf with a guild artisan (tailoring) and his life goal is to have the world's fanciest clothing store. Thus he's adventuring to find the best places for cloth and furs.
I don't know what class to make him though that would fit his frenchiness and distaste for bad clothing.
anyone have idea what class (I'm allowed to use UA as well as normal classes)

Any class can work in the tailor story line, have you thought about making him a Dex based fighter? Some of the battle master features lean towards the fancy french rapier wielding character that it seems you are looking for. (Parry, riposte, etc..)
That way once he has his store, anyone looking to strongarm or intimidate him would be in for quite the surprise as he is an accomplished fencer.
On seeing the picture and the idea, Bard is what first came to my mind as well. The entire background seems to indicate this isn't a combat class type of person. Cleric, Paladin, and Rogue aren't good fits. Barbarian is the least likely option of any class in the game.
I would say either Bard, Sorcerer, or warlock. He screams Charisma being his major stat. Warlock is probably the better option as his pact can be directly influenced by his desires to have the best clothing store ever, though nothing is going to keep him from being a sorcerer because of their magic being from within themselves. Bard gives him the social aspects that he would probably have and its focus on support just seems like it would be something the character Idea would be more fond of. Also remember Bards aren't necessarily about singing. Story is an important element, and they can inspire with words, not just song.
I'd lean toward Bard, but if I wanted a more active combat role, go with warlock (If someone in the group is already a warlock, go with sorcerer... if you guys have a taboo against someone playing the same class. Of course having different Pacts can really differentiate the same class.).
I have to agree that Fighter would be my first thought. A dex based fencer of some sort with that needle of his. Seems like the intricate finger work of tailoring would do well with a high dex as well. And it looks like he could be wearing breastplate.

Now, I agree that any Dex Based warrior (aside from probably monk) can be a good fencer of sorts, but whenever I've thought about a fencer or a musketeer, I've always thought Bard first and foremost. You could technically adapt Fighter or Rogue to be the same, but it just feels natural for Bard.
Using standard point array: Str 8, Dex 14, Con 10, Int 13, Wis 12, Cha 15. This gives you a 16 Dex and 14 Int after the High Elf racial bonuses.
Take the Guild Artisan Background (Weavers and Dyers guild) which gives you one extra language (Common, Elvish, Dwarvish, and Gnomish/Halfling/Orcish - to widen the your customer base) and proficiency in Insight, Persuasion, and Artisan's Tools (Weaver's tools obviously).
For skills, since you have Insight and Persuasion from the background and Perception from your racial bonus, take Acrobatics (for the musketeer) and History & Arcana to flesh out the idea that you are knowledgeable when making a sale. You could also take Deception/Sleight of Hand to be a used car-like salesman/con-man or Performance if you want to be more musical bardy (I went with History and Arcana because I thought it would be good to know facts about items you are purchasing/selling/finding). For Expertise, I chose Persuasion and Insight, because it seemed to be the most important aspect of sales (though if you took Deception, I'd suggest doing that instead of Persuasion).
I then leveled the character up to 3rd level, because that's when the meat of all classes start to occur.
For College, I went Valor, because it focuses more on attacking than spellcasting. You also get more weapon/armor/shield proficiencies, so it will help sell the image above (as it looks like he could be wearing a breastplate). I'd suggest getting a shield as well for the increased AC
For spells, I took primarily healing and utility spells, because I assumed that most of your fighting would be using your weapons rather than magic and so you'd favor Dex attacks over Cha saves.
Cantrips: Mage Hand and Mending would be most helpful with running a tailoring shop (mage hand to grab things from afar and mending for obvious reasons). I thought of Monty Python when I chose Vicious Mockery because of the French guy at the castle who taunted Arthur (English pig dog!).
Level 1: Comprehend Languages, Identify seem like they'd be the best spells for running a shop. I also took Cure Wounds and Disguise Self but those were more personal choices based on bard more than the background.
Level 2: Zone of Truth and Detect Thoughts seemed like good ones for a shop keep (nothing like knowing that what your target is saying is true or whether or not they can be haggled with).

I'd check out the College of Swords Unearthed Arcana from this month. Unless you're playing in an Adventure League game, then Valor Bard/Battle Master Fighter probably the way to go.

Actually a Sword Bard + Battle Master Fighter would be a great combo. Two fighting styles means you can take Dueling with the Sword Bard fighting style and Defense with the Fighter fighting style (giving you +2 to damage with your 1h weapon and +1 to AC). You'd also be able to use a shield this way, so you'd have 19 AC (14 from the breastplate + 2 Dex + 2 Shield + 1 Defense fighting style) and your damage would be 1d8+5.
I'd recommend Bard to 5 (for the Bardic Inspiration improvements) and then Fighter to 3 (or 4 for the ASI/Feat) - I'd probably recommend going to 4 and either boosting your Dex/Charisma or taking Defensive Duelist (to increase your AC) or Martial Adept (to give you two more maneuvers and one more superiority die).

Bard College of Sword. No need to go fighter.
Having Bardic Inspiration Flourishes AND Superiority Dice Maneuvers would be amazeballs though. Think about it, many of the maneuvers say "When you hit with a weapon attack..." and the flourishes are "You can make one melee weapon attack". This means, while you can't use more than one maneuver per per attack and you can't use more than one flourish per attack, you can definitely make a maneuver with your flourish.
Defensive Flourish + Riposte = +1d6 to your AC meaning the target is 1d6*5% more likely to miss you and when it does you get a free attack with a +1d8 damage
Parry is an automatic 1d8+Dex modifier damage reduction (minimum -4 damage with the above build)
Plus all the other bonuses of a Fighter: - Shield proficiency - since you Dueling only works when you are using one weapon - Action Surge - lets you do two flourishes (and by extension two maneuvers) or a flourish+maneuver and a spell - Second Wind - bonus action lets you heal yourself (since you won't be using your bonus action for much) - A second fighting style - Defense to make it so that you either aren't hit or or Protection to make sure that you are attacked (to get more use of Parry/Riposte) - Student Of War - to give you proficiency with another type of artisan's tools (I'd recommend Jeweler's tools - since you want fancy clothes, and nothing says medieval fancy like jewel bedazzled clothing).

I really like this idea. It is really well thought out and would make a great character. However OP, there is a fey-like Bard in UA called College of Glamor that might be worth looking at too.

Charisma for making business deals, dexterity for sewing and fencing, and constitution from being a seasoned traveller.
He can fight like a musketeer to satisfy his french approach.
