If I were absolutely forced into misery to play those stats, it would be some kind of a buff character; probably a life domain cleric. With heavy armor you can get a decent AC, keep up buffs and heals people you could be reasonably effective.

With 11 in Strength and a +2 Strength race you can have enough for any heavy armour you’re likely to get from your class. By the time you can get plate - you’ll have had an ASI and have 15 Strength. Wouldn’t be a problem at all.
Or you could just be a dwarf, and it won't matter that your strength is too low.
A Hill Dwarf Order Cleric/Moon Druid kind of feels like the winner here, so long as you can squeeze by the "no metal armor" restriction with some stone-armor trickery or something. If not, just a Hill Dwarf Order Cleric.

Dwarfs just don't get slowed down by the armour if they're not proficient. They still get disadvantage on Str/Dex ability checks, saving throws and attacks if they don't have proficiency - and they can't cast spells.
Edit: I just realised you probably mean a character is proficient and only lacks the strength - then yes you're right - Dwarf would be fine.
Honestly I think a variant human fighter with Resilient (Dex) to start and archery fighting style would be good. Fighter will give you more ASIs and archery fighting style will give you a little extra to hit until your ASIs catch up.
The general idea is the same even in medium armor. Stand in the back, and cast spells that don't require saves or attack rolls. I generally forget about the disad on checks for heavy armor...because I strongly dislike heavy armor.

An orc wizard, with a str of 13 they were kicked out of the clan for being so weak.
