Per the new UA light weapon property rules, you can make a free attack with your off hand as long as you have a light weapons in both hands and it is part of your attack action.
As you level up certain classes gain the extra attack feature.
My question: At higher levels would you be able to make two attacks per attack action and extra attack?
Follow up: Would this also apply to the Dual Wielder feat?
The new light weapon property allows you to make one extra attack when you take the Attack Action. That means when you are using your action to attack, you get one more strike with the weapon. It doesn't matter how many attacks you can normally make with the Attack Action, the extra weapon only gives you one more attack.
So a level 5 Fighter gets to make two attacks with their Attack Action, then one more from the additional weapon. (3 attacks total)
The Dual Wielder feat just let's one of the weapons you are using not have the light property, as long as it doesn't have the two handed property. To get that extra attack, you normally need both weapons to have the light property, like two short swords. With the feat, you could make one weapon a longsword for example. That longsword would count as having the light property when used with another light weapon. Basically it just let's you increase the damage die a little. It also let's you draw both weapons at the same time.
This is a common mistake. Extra attack means that when you take your attack action, you attack twice instead of once. It does not mean that you take two attack actions. You make an attack action, but you attack twice as part of the same action. Then with the new light weapon property, with an attack action you would make another attack with your second weapon. If, in addition, thanks to Extra attack, with your attack action you make two or more attacks, the attack with the second weapon would also be added. But only one, since you are only using one attack action (although within your action you can make two or more attacks).
If for whatever reason, on your turn you can do two attack actions (for example with action surge), each action would trigger the attack with the second weapon, and the normal extra attack rules would apply for each attack action.
Good point on the Action Surge. I really do wish they just came up with different terms for an attack and the attack action. It would make everything a lot easier.
