Since characters are no longer PROFICIENT in armor, why use Proficiency bonus to determine damage resistance. Instead, I think the character should use their CON bonus.
This is the character's ability to either ignore, work through, withstand a bit of the damage they take due to their health and hardiness.

I think you are raising a fair point, even though I disagree with it. Using CON bonus does make thematic sense, and it would not be a terrible thing to do. However, I feel like using the sliding scale of proficiency bonus keeps the feat relevant as a character levels up. Most importantly, they got rid of the silly exception for magical attacks, which made this feat largely useless beyond a certain tier of enemies.
In short, I think your idea is pretty good, but using proficiency bonus is just a bit better.
Yeah, this would be the one case, or certainly one of a very few cases, where proficiency plays into armor. With that in mind, how would you change the text to reflect that?

Because when designing monsters, it’s easier to account for the PCs proficiency bonus than con bonus.
