The number of campaigns that make it to level 20 is extremely low. Extremely low. You basically have to specifically be trying to get there, or have a DM that says "Guess what? Errybuddy 20 now, let's play Epic D&D for a few weeks before I realize I have no idea how to run it".
Even if you do get there, again - six levels of being able to blast people every turn is Gud. So is being able to multiclass and still do it - as excellent as the barbarian capstone ability is, once again, nobody ever sees it and getting some fighter action in there is sometimes even better.
I would expect a ruling from Sage Advice on the issue when it catches their attention either way, because as folks (including myself) have said, it's the sort of thing a lot of DMs would step on because it's just a weird, unintuitive rules hack to say "I initiate my rage whilst in mid-rage (somehow) to avoid using the class feature that lets me do what I'm trying to do without being a weirdo."
Opinions on the class. I love the Wild Surge but it needs some major tweaking.
Maybe have it's effects scale at level 14 so that the become more powerful, remove being able to reroll it every turn as a bonus action and, instead, have it so that you can reroll the effect when you rage so that if you get a surge you dislike you can try and change it up. Being able to just activate a different surge every turn seems both dangerous to your team and a little silly.
This may be too OP, but I think the Lingering Magic Detect Magic effect should just be on at all times... Being able to control it seems a bit strange to me seeing as you are the conduit of chaotic magics. So you get a powerful tool early on, but you also might just glow all of the time if you are carrying particularly powerful items. Maybe have it so that if you are in the presence of the same magic for long enough you get used to it and can ignore it's effects.
This would allow you to move the "Use this feature as many times as your CON Mod" part of the class into Magic Reserves. Being able to constantly regain spell slots for spell casters is silly... also... what about Warlocks?

Well dispel magic dispels spells. Is wild surge a spell? And that is your answer.
