If your goal was the fastest speed possible you are wasting a lot of levels for the EK's Haste when 2 levels in Fighter and 5 levels in Wizard would get you there quicker. From there you'd pump more levels into Monk for a higher unarmored movement bonus and also cast Longstrider on yourself beforehand for another 10 feet added to your base speed. Of course, that's not even close to the fastest your character can become solo.
I gave so many levels due to the Eldritch Knight's 15th level ability, which allows you to teleport 30 feet when you action surge, however thinking back on it, the monks unarmoured movement adds to the base movement speed, so chances are it'll probably be better. I also forgot longstrider was a spell lmao.
Base move: 30 +10 for Monk 2 +10 for Mobile, so not sure how we got to 60' with your 15 EK/5 Monk/2 Rogue: So 50' base move. Cat cheese for 100' until end of turn. Haste doubles to 200' and gives additional Dash, Action gives a Dash, Cunning Action gives a Bonus Action Dash, and Action Surge gives a Dash and 30' teleport.
200*4+30=830 feet.
For 60' would need Monk 10, Sorceror/Wizard/Bard 5, Rogue 2, Fighter 2 to make it all work: So 60' base move. Cat cheese for 120' until end of turn. Haste doubles to 240' and gives additional Dash, Action gives a Dash, Cunning Action gives a Dash, and Action Surge gives a Dash.
Would I need another action, or would it be fair to just say:”yeah, you ran into that guy while basically going 300+mph under 6 seconds. He’s a paste.”

RAW, movement speed has no impact on your attack or damage rolls. You can move 1,000 feet in a round, stop on a dime, and then attack. the attack will be no different than if you were standing still. Your DM may house rule differently, of course. (Though if the person you ran into is paste, probably you are, too. the falling on a target rules may apply in that case)

I don't know if this is the right forum to post this, but this character has most of their levels in fighter, so I put it here.
Anyway, this is the fastest character I could come up with, moving at 1230 feet a turn or 188.366 km/h.
Tabaxi as the race, of course.
Eldritch Knight Fighter 15, Monk 2, Rogue 2.
First off, take the Mobile feat at some point.
Because of being a Tabaxi, Monk's unarmoured movement and the mobile feat, your base movement is 60 feet - already impressive
But let's get it a bit higher, just a little
First, use the Tabaxi ability that double's your speed, making it 120 feet.
Then, cast Haste on yourself, increasing it to 240 feet. That's already pretty impressive.
Use both of your actions from Haste to dash, making your movement for the turn 720 feet - we could go higher.
Next, use your Action Surge - as you are an level 15 Eldritch Knight, this moves you another 30 feet, making it 750 feet.
Then, use the action from your Action Surge to dash once again, making it 990 feet.
Finally, use the Rogue's Cunning Action to use your bonus action to dash, leaving us at 1230 feet.
That is 374.904 meters in 6 seconds, or 224.942 km/h.
This has probably been done before, but I only just figured it out. Please tell me if I'm wrong or if this belong's in a different forum.
Just to correct something - cast haste the turn before you use the Tabaxi ability, as Haste takes an action, leaving you one dash short

Monks can use step of the wind for 1 ki point. No need for rogue levels.
Fighters can only action surge once per turn even if they have multiple users of it. No need for most of the fighter levels.
5 levels of barbarian gets you fast movement.
