Action surge will only give you 3 more attacks for a total of 7 since you do not gain another bonus action. 8 with Haste. Not sure how you are getting 10 at level 11. At level 20 you do get 10.

I just went with what JC said on tweeter. He said that it doesn't matter which weapon you use. Only Bonus action attack does not benefit from ability modifier to damage without the two weapon fighting style. Although I am not sure if he considered wildly dissimilar weapons like a battleaxe +3 in one hand (With Dual Wielder feat) and a +1 dagger in the other.
The character build I’m planning will use two whips and have the defensive dualist, dual wielded, sentinel and alert feats (I rolled stats. Really really well for once)
If your DM allows UA I suggest using the Brute subclass. It's bonuses to damage are per attack, and numberwise the single extra attack you'll have will keep up with a greatsword weilding any other subclass of the fighter and even the brute.
I was unaware of it .... I just looked it up and wooooh.... it’s crazy powerful..... a level 20 dual fighting brute would hit with over 100 points of damage a turn .... without needing to action surge lol .... that class will never make it in to the real game it’s awesome but a lil OP

I think the official rules are: you are holding a dagger and a sword; if you want to make your bonus attack with the dagger then at least one of the attacks in your Attack action must use the sword in your other hand. Whether you get your damage modifiers on the bonus attack, plus the allowable size of both weapons, is dependant on fighting styles and feats. Otherwise no other restrictions apply - even the order of the attacks and bonus attack is agnostic by most interpretations. Clearly DMs and players can reach their own agreement on how to implement those rules to their satisfaction, but I feel the above is simple enough.

As an 11th-level fighter, when you take the Attack action you can make 3 attacks. If you're using Light weapons, then you can also use your Bonus Action to make an attack that does not include your ability mod in the damage(unless you've taken the Two-Weapon Fighting style). Per tweets from JC & possible other Wizards folks, "main" hand vs "off" hand isn't really a thing, you can mix & match, but the "bonus action" attack is the one that doesn't add your Str/Dex to the damage by default. So those 4 total attacks can be made with any combination of the two weapons you're holding. If you are under a Haste spell, you can use your extra Action from Haste to make 1 more attack, either either weapon, and you do add the Str/Dex mod to the damage.
So yes, if you're a Level 20 Fighter under a Haste spell, you get 4 "regular" attacks from the Attack action, one "regular" attack from your extra Haste action, and one "bonus" attack as your Bonus Action. If you decide to Action Surge, you would get an additional 4 "regular" attacks for a total of 10 attacks in one turn. And hopefully if you make to Level 20, you'll have used one of your many ASI/Feat slots to take the Dual-Wielder feat so you aren't limited to Light weapons :)

I was assuming level 20 4 attacks 1 bonus attack 1 haste attack 4 attacks .... making 10 the theoretical max attacks to a level 20 fighter
