Is it possible to make a modifier that is half the ability score of a stat rounded down?
For example:
Your AC is Dexterity modifier + half your Wisdom modifier.
Is that possible or do you have to note it manually on the sheet?

Not as far as I am aware!
Stat modifiers are sufficiently small (normal character limit is a +5) that I don't recall seeing any officially produced material that uses "half stat bonus" as a calculation.

There's various ways of doing such, sure.
Are you trying to make a new subclass (or change an existing one)? Or perhaps a feat, or magic item?
I am trying to make a race which tweaks armour class. So it's technically a tweak of Unarmoured Defense.
Adding a homebrew modifier to change armor class is currently limited to ability scores and static amounts.
