I want to create a character that has become vampiric. D&D Beyond says I can keep my original race features, but the online system won't let me. Is there a known method or do I just have to homebrew this character from scratch?
There is no system in place to overlay the Lineages with a different race. Most people have been homebrewing the combination, as you mentioned, but depending on the race you won't need to do that if all you'd be keeping are things like proficencies.
Like Conal said, there's no way to that in D&D Beyond, and it goes against the RAW and Sage Advice interpretation of how Gothlines(tm) are supposed to work, so I doubt you'll ever find official support within the toolset. That's not to say you can't homebrew things. Rather than doing a flying dhamphyr homebrew, I'd recommend keeping the existing dhamphyr and feat flying somehow. It's more stable, if there's something wrong with your sheet that can be traced to flying, swapping out feats is easier than rewriting your whole lineage. Elven accuracy can be copied as a feat and made available to a dhampyr through homebrew as well.
This all depends, of course, on what your DM allows. Personally, for me, the gothlines "origin species" are simply a memory with none of the mechanics. I'm not saying if I was doing a game where we were really tweaking around with everybody and creating, frankly, power rich baseline origins, I wouldn't go for it. But think narratively or storytelling lore wise how a dhamphyr of elven origin can "take" elven accuracy. Usual lore wise, elves get a lot of who elves are through their sort of communitarian existence, there's that whole dreamtime trance thing from which their souls go back and forth through. A damphyr is cut off from that and in its place has its dhamphyric hunger. Out of touch with the elven dreamtime thing, there's nothing for the damphyr to tap into to get elven accuracy, unless of course it's actually. _earned_ in game through a role playing arc on a path to redemption (see my sig line's reference for inspiration).
Player races and their power sets or what have you are all dependent on that DM player interplay. Some DMs are very much, "ok, cool." Others have stricter places for races and lineages. You can homebrew almost anything through slapping feats on, it's the "yes, and...(what does that do for the game)" that would really matter to me as a DM.

I believe they were referring to this on the lineage so keeping flying speed is RAW
Ancestral Legacy If you replace a race with this lineage, you can keep the following elements of that race: any skill proficiencies you gained from it and any climbing, flying, or swimming speed you gained from it.
If you don’t keep any of those elements or you choose this lineage at character creation, you gain proficiency in two skills of your choice.
That said, I agree that a custom feat called something like inherited traits is likely the way to go for tying in movement speeds (assuming that's an option in the homebrew creator, I haven't checked)
Edit: if I was giving advice/asking DDB to implement this, it feels like it belongs in the same ui as the Tasha's options customize your origin tab
I just took a look, if you don't want to deal with the homebrew ui, and have your dm's buy in, you can click on your walk speed and manually set a flying speed in the window that opens along with a note saying your previous race is the source. Hope this all helps.
