Interestingly, if you can look up the Fire Giant Dreadnaught. It has 21 AC, and comes equipped with 2shields. Now, monsters don,t always follow the rules, but hey there is something going on.
I agree with Coder at that the Improved Weapons rule is the ruleset to follow. It also states that anything that resembles an actual weapon should give proficiency bonus to the attack roll. It's easy to argue that anyone proficient with Shields would also also be proficient with hitting someone with it for damage. You'd be using the rim, rather like a club, attacking with the rim of the shield to maximize force per square inch.

A shield isn't a weapon. If your DM allows you to attack with it, you'd be using the Improvised Weapon rules.
Also, you only gain the AC bonus from wearing a shield once, no matter how many you're using.
