select a race from playable races (each has its own traits)
select a class (some may need more refining ie. evoker, necromancer, ect.)
choose a CR
the idea would be for a DDB person to make a class list CR for each class then you add the race on top. large races may have a higher CR due to damage output. some may never be able to be CR 1 or lower (minotaur for instance). this way i could select minotaur paladin cr5 and i would just get a already done stat block.
if you don't want other people to make money, you need to do the work.
I still insist that we need a way to homebrew vehicles, it was not too important to do so in Ghosts of Saltmarsh, as all i really needed was unique maps, but with spelljammer it would be extremely useful to be able to make personalized vehicles. (My players just recently lost their spelljammer due to crashing into the planet and were discussing building a new spelljammer from scratch.)

I think that the idea behind the MM was a less detailed version of this that was easily compatible with those using physical materials. IE you'd pick a CR, then find a relevant monster of that CR. However, I do agree that a more customisable form like yours would be better, especially if you want a rival that scales up with the party. I'm also finding it difficult with my homebrew campaign because different...themes? get associated with different party levels. Doing high level human enemies means swarms others don't do low levels so well. As a result, I've had to order my campaign in a specific way to try and get the difficulty scaling right. Being able to easily scale the CR of creatures would be useful, and would have allowed me to be more flexible in how the campaign progressed.
However, that is a very different mentality to how the MM is currently set up, and so would require a root and branch removal and replacement of, which I don't see happening while 5e or 1D&D is current. You could come up with an engine to do it...but that would be 3rd party and so not something DDB can do. Perhaps with the next edition after 1D&D it would be feasible.
